About The Position

The Office of the State Court Administrator (OSCA) within the Oregon Judicial Department (OJD) oversees Oregon's statewide, state-funded court system. OSCA promotes efficient, statewide improvement and supports local courts in responding to community and statewide needs. OSCA’s new Office of the Ombudsman ensures public trust and confidence in the court system by providing a rule-based standardized process for the public to submit concerns about their experience in a court proceeding. The Office of the Ombudsman reviews submitted concerns and takes action as needed to resolve concerns. We welcome all candidates who are inspired by our work and mission.

Requirements

  • A bachelor’s degree in business, court administration, public administration, or a related field.
  • Three (3) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.
  • OR Any combination of education and experience equivalent to seven (7) years of experience that typically supports the knowledge, skills, and abilities for the position.
  • Professional-level experience is defined as: The ability to use independent judgment and discretion in performing work duties.
  • A level of specialized knowledge in the field of work with some authority for independent decision-making.
  • In-depth work requirements, such as data gathering, analysis, and interpretation.
  • Interaction with a broad range of individuals.
  • Individual accountability for results.
  • Knowledge of workplace investigation best practices and experience conducting fact-finding interviews.
  • Experience using a computer to perform research and to analyze and organize information using spreadsheets and databases.
  • Experience writing reports, policies, procedures, and other documents that provide analyses and recommendations.
  • Experience explaining rules, policies, procedures, and decisions on behalf of an employer.
  • Excellent oral and written communication skills.
  • Ability to be patient and kind in all communications.
  • Excellent teamwork.
  • Daily management of workload, deadlines, and receipt of information from multiple sources, and sometimes having conflicting requirements, priorities, and deadlines.
  • Frequent phone and in-person contact with people from diverse backgrounds.
  • Occasional phone and in-person contact with people for whom a patient and kind response is particularly important.
  • Frequent long periods of sitting or standing while working at a computer.
  • Frequent reading of digital and hard copies of documents.
  • Occasional lifting of a laptop and peripherals to travel to on-site meetings and events. Lifting up to 10 pounds is required.
  • Must use and be familiar, experienced, and comfortable with using a full array of current technology tools and office software programs for accessing and doing work and research, and for communications on and off the worksite.
  • Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors, fax machine, photocopier and scanner.
  • Preserve the confidentiality of information received in the course of OJD employment.

Responsibilities

  • Maintain the highest level of confidentiality in all aspects of your work.
  • Research, analyze, and verify information in response to concerns that customers submit to the Office of the Ombudsman about their court experiences.
  • Work closely with the Ombudsman to develop the scope and plan for research, including identifying potential witnesses and additional information needed, if a submitted concern is determined to be actionable based on the rules of procedure.
  • Document the analysis and use emotional intelligence to patiently and kindly communicate the outcome to the customer if a concern is clearly outside the scope of the office.
  • Review and validate information found in court records, recordings, witness statements, and other documents for actionable concerns.
  • Conduct in-person, phone, and remote fact-finding interviews with customers, witnesses, and employees.
  • Update records within the office’s case management system in a timely and accurate fashion to ensure concerns are tracked consistently.
  • Use objective and unbiased reasoning in investigations and ensure thorough documentation of all analyses, actions, and recommendations.
  • Create research summaries and written reports in accordance with OJD rules and standards, which will be submitted to the Ombudsman for evaluation and determination of appropriate next steps.
  • Participate in training to stay current on court procedures, relevant laws, and best practices for conducting fair, neutral, and complete interviews.
  • Recommend process improvements and help refine the office’s research procedures.
  • Accomplish all assigned duties using established guidelines and procedures and as directed by management.
  • Adapt to assigned duties that may change to accommodate workload and organizational needs.
