About The Position

The Department of Military and Veterans Affairs (DMVA), Division of AK Military Youth Academy (AMYA), Operations Section is recruiting for an AMYA Manager. This position supports the statewide management and administration of AMYA personnel, facilities, and programs by planning, coordinating, and implementing policies, procedures, and operational standards. The role is responsible for ensuring the effective and efficient use of resources to meet division, department, state, and federal goals while maintaining compliance with applicable regulations and the National Guard Youth ChalleNGe Program Cooperative Agreement. As a senior staff leader, you will provide oversight and adaptability in response to changing resources and operational needs, ensuring both short- and long-term planning objectives are achieved across the division. The ideal candidate will bring strong analytical and leadership skills to evaluate policies, legislative proposals, and operational procedures to ensure alignment with departmental priorities. You will develop and approve standard operating procedures and policy manuals, while supporting continuous improvement across the division. Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

Requirements

  • Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Knowledge of preparing, justifying, and/or administering the budget for program areas; planning, administering, and monitoring expenditures to ensure cost-effective support of programs and policies; assessing financial condition of an organization.
  • Knowledge of planning, coordinating, and monitoring programs to ensure that federal, state, and/or local government program requirements and plans are met, providing professional consultation on the specialized services of the program or associated project(s).
  • Knowledge of planning, distributing, and monitoring work assignments; setting task priorities; evaluating work performance and providing feedback to others on their performance; ensuring that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
  • Authority and responsibility to recommend or independently take action to employ (i.e., appoint, transfer, promote), discipline or discharge, or adjudicate grievances of direct reports.
  • Experience in counseling or case management in the behavioral or social science fields.
  • Professional experience managing or supervising a program for youth or young adults, a residential program, or managing a social services program.
  • Must pass a federal background security check for military base access.
  • Must be able to maintain the federal background clearance throughout employment.
  • Must possess a valid Alaska Driver License if using a private vehicle.
  • Must possess proof of vehicle insurance if using a private vehicle.
  • Must possess a valid State of Alaska vehicle registration if using a private vehicle.
  • Must be able to obtain and maintain a Common Access Card (CAC) in some cases.
