About The Position

R&P is looking for an Amphibious Warship Ship Designer and Project Manager with C5I experience to join their team. R&P is a small-sized defense contractor providing Engineering, Logistics, Program Management and Technical Services to government clients. This position requires a degreed Engineer with a minimum of 10 years of relevant experience or a former U.S. Navy senior enlisted or LDO with a minimum of 12 years of relevant experience. The role is based in Washington, DC, but is eligible for remote/alternative work locations. The position involves leading the execution of contractual scope of work, providing comprehensive communications and reports, ensuring timely and quality contractual deliverables, and coordinating specific reports like the PMS 377 ESS MSR. The role also includes supervising R&P employees and directing subcontractor personnel, ensuring all team members are trained, competent, and comply with NDAs and COI Forms. Responsibilities extend to researching, developing, and reviewing technical documentation, assisting in strategic planning, and reviewing engineering plans and program records. Specific support is required for LHA 8/9/10 ship design engineering, integration, and management, including assessing shipboard requirements, providing design solutions, evaluating shipbuilding contract documentation, and conducting engineering reviews. The engineer will also assess shipbuilder detail design drawings using AutoCAD, identify discrepancies, perform spatial analysis using NAVISWORKS, and evaluate Engineering Change Proposals (ECPs). Planning, coordinating, and participating in various meetings and briefings, as well as providing technical coordination to mitigate changes to the C5I baseline, are also key aspects of the role.

Requirements

  • Bachelor's degree in any technical discipline, and a minimum of 10-years DoD/Navy program management, Government technical management, or Industry business management.
  • Former Navy enlisted personnel and former LDOs with a minimum of 12-years of experience would meet the requirements for these positions.
  • In-depth knowledge of U.S Navy Amphibious Ship C5ISR systems and interfaces, and familiarity with PEO C4I, NAWCAD, PEO IWS, and NIWC organizations is required.
  • Must be a US citizen with the ability to obtain/maintain a DoD Secret security clearance.

Nice To Haves

  • A Master's degree is preferred.
  • A Project Management Professional (PMP) is preferred.
  • AutoCAD proficiency is preferred.

Responsibilities

  • Lead the execution of the contractual scope of work in a manner that provides for high quality, timely support services while incorporating the proper mix and the most effective use of personnel.
  • Provide comprehensive, detailed, and timely communications and reports to all stakeholders.
  • Ensure all contractual deliverables are completed and submitted on time and with quality in accordance with the contract CDRL requirements.
  • Complete and submit the PMS 377 ESS MSR in coordination with the PMS 377 ESS PM and Contracts Manager.
  • Ensure all contractual security requirements are met.
  • Supervise all R&P employees assigned to work on the PMS 377 ESS support team.
  • Direct all subcontractor personnel assigned to work on the PMS 377 support team.
  • Ensure all PMS 377 ESS support team personnel are trained and competent to perform their assigned duties and responsibilities and ensure compliance with contractual training requirements.
  • Ensure all PMS 377 ESS support team personnel complete and comply with all Non-Disclosure Agreements (NDA) and Conflict of Interest (COI) Forms.
  • Research, develop, coordinate, draft, and review technical documentation for new ship procurements as required.
  • Assist in the development of strategic plans, Plan of Action and Milestones (POA&M), Program Objective Memorandum (POM), Problem Report (PR) documents, program studies and analyses, and requirements definition.
  • Review, maintain, and make recommendations with regard to engineering plans, program records, technical manuals, design histories, design configurations, databases, regulatory body, and other documents.
  • Provide LHA 8/9/10 ship design engineering, integration, and management support.
  • Assess shipboard requirements and provide recommended engineering design and integration solutions, evaluate and provide inputs to shipbuilding contract documentation, and conduct engineering reviews of Shipbuilder products to ensure accuracy and compliance with the shipbuilding contract design.
  • Assess shipbuilder detail design drawings using AutoCAD, identify discrepancies, and perform spatial analysis of shipbuilder 3-D model using NAVISWORKS.
  • Evaluate Engineering Change Proposals (ECPs) for compliance with technical scope and assess engineering projections with cost and labor estimates.
  • Plan, coordinate and participate in Program, Ship Design, and Shipbuilder meetings and briefings.
  • Provide technical coordination between the Ship Program Manager, SEA 05, various PARMs and their respective support Contractors and ISEAs, SSGC, and other shipbuilding personnel to mitigate the impact of changes to the C5I baseline.
