ATSS personnel install, evaluate, maintain, modify, and certify facilities, services, and equipment. At this level, the specialist performs highly specialized technical work requiring extensive knowledge of NAS technology, system interrelationships, and management. The position involves planning and conducting operational and diagnostic tests and confirming the reliability and validity of diagnostics on system hardware, software, and applications. The specialist receives general assignments from a supervisor and uses judgment, experience, and advanced technical knowledge to resolve problems and complete complex work with a high degree of independence, keeping the supervisor advised of significant issues that may affect air traffic control operations. The position requires comprehensive understanding of the NAS as an integrated system and how assigned systems, components, and disciplines interact. When installing, repairing, or restoring systems and services, the specialist considers backup systems, potential reconfigurations to minimize service interruptions, and the criticality of functions to NAS safety and efficiency. The specialist collaborates with system users, planners, engineers, and contractors to install and test new or modified systems, identify improvements, and recommend ways to improve system efficiency through modifications and existing or emerging technology.
