About The Position

The Airport BI Engineer, within the Enterprise Data Services (EDS) team of the Office of Technology and Digital Experience (TDE), will lead efforts in researching, designing, and implementing data-driven solutions for the Department of Aviation (DOA). This role focuses on creating visually compelling and actionable insights through Power BI and leveraging the Microsoft Power Platform suite to streamline processes, improve efficiency, and enable informed decision-making across the organization. The engineer will support the airport’s AI roadmap and enterprise data initiatives by building governed data models, analytics products, and automated workflows that make trusted data available for reporting, automation, and AI use cases. The engineer will work collaboratively with the EDS team and DOA stakeholders to define and deploy Analytics, Data Reporting, and Dashboarding solutions, fostering a culture of operational excellence and data storytelling. The role includes contributing to all phases of Business Intelligence projects, from requirements gathering and design to testing and deployment. This position requires expertise in BI methodologies and proficiency with the Microsoft Power BI stack and other Power Platform tools, along with an understanding of data governance, data quality, and the responsible use of AI-enabled analytics.

Requirements

Proficiency in Microsoft Power BI and Tableau.
Strong grasp of BI methodologies and implementation techniques.
Familiarity with data modeling, visualization, and reporting best practices.
Working knowledge of SQL, Power Query, and cloud data platforms and data integration tools.
Ability to identify and solve complex data problems.
Expertise in transforming raw data into actionable insights.
Working knowledge of predictive modeling and AI-enabled analytics, including validating outputs for accuracy and bias.
Understanding of data governance, data quality, and metadata management practices.
Knowledge of data security and privacy requirements, including the handling of SSI, CUI, and PII.
Ability to build partnerships across internal and external stakeholders.
Strong communication and presentation skills to convey technical concepts to non-technical audiences.
Experience in managing end-to-end BI projects.
Ability to prioritize and manage multiple tasks effectively.
Bachelor's degree in Data Science, Computer Science, Statistics, Mathematics, Engineering, or a related field. Equivalent work experience can be substituted for educational requirements.
Three (3) years of experience in data analysis and visualization.
Proven track record of implementing BI solutions in large, complex organizations.

Nice To Haves

A Master’s or Ph.D. in Data Science, Statistics, Computer Science, or related field.
Experience with the Microsoft Power Platform, data governance practices, and AI/ML or generative AI analytics.
Microsoft certifications such as PL-300 (Power BI Data Analyst) or DP-600 (Fabric Analytics Engineer) are preferred.
Aviation, transportation, or public sector experience.

Responsibilities

Researches, designs, and implements BI and Power Platform solutions, ensuring alignment with organizational goals, priorities, and the enterprise AI roadmap and data strategy.
Collaborates with stakeholders to define BI and Power Platform project requirements, metrics, and success criteria.
Identifies and documents analytics and AI-ready data use cases, such as passenger flow, wait-time, and operational performance reporting, and helps prioritize them within the EDS portfolio.
Creates, maintains, and optimizes visually compelling Power BI dashboards, reports, and governed semantic data models.
Develops solutions using the Microsoft Power Platform suite, including Power Apps, Power Automate, and Power BI, to automate workflows, build custom applications, and enhance data analysis capabilities.
Partners with business teams to define analytics requirements and deliver actionable insights.
Implements data transformation processes, designs robust data pipelines, and integrates Power Platform tools with the enterprise data platform to support reporting and operational needs.
Develops reusable, certified datasets and data products that serve as trusted sources for reporting, self-service analytics, and AI applications.
Conducts advanced data analysis, predictive modeling, and statistical techniques to derive actionable insights.
Analyzes, manipulates, and processes large datasets using Power Query and other appropriate tools.
Identifies opportunities to collect, mine, and analyze data to drive operational improvements.
Applies AI-enabled analytics and generative AI features responsibly to accelerate insight development, validating outputs for accuracy before they are published.
Supports delivery of the AI roadmap by preparing, validating, and publishing the data and reporting needed for AI, automation, and intelligent passenger management use cases.
Builds dashboards and reports that track adoption, benefits realized, and platform usage for AI and analytics initiatives, for EDS leadership and the Chief Data Officer.
Uses AI-assisted development tools to accelerate BI and Power Platform development in accordance with EDS standards and AI governance policies.
Supports enterprise data initiatives, including data cataloging, lineage, data quality monitoring, and master and reference data alignment.
Builds custom applications using Power Apps to address specific operational needs, ensuring seamless integration with other systems.
Automates and streamlines workflows using Power Automate to improve efficiency and reduce manual processes.
Integrates Power BI with other Microsoft tools and services (e.g., SharePoint, Teams, Dynamics 365) to enhance collaboration and reporting.
Maintains comprehensive documentation, including data model schemas, architecture diagrams, Power Platform workflows, reporting specifications, and data flow documentation.
Ensures compliance with established data standards, governance principles, and architecture guidelines set by EDS.
Applies security controls, such as role-based and row-level security, and follows handling requirements for Sensitive Security Information (SSI), Controlled Unclassified Information (CUI), personally identifiable information (PII), and critical infrastructure data.
Fosters a data-driven culture by promoting the use of BI tools, Power Platform solutions, and storytelling to share insights.
Trains and mentors stakeholders on Power BI and Power Platform capabilities, including data visualization, workflow automation, and responsible use of AI-enabled analytics.
Stays current with emerging technologies, Power Platform best practices, and industry trends to enhance the DOA’s analytical and operational capabilities.
Recommends and implements data-driven solutions that improve budgeting, staffing, marketing, and other operational decisions.
Collaborates with EDS and other teams to ensure data availability, quality, and consistency.
Contributes to all phases of BI and Power Platform project lifecycles, including testing, validation, and deployment.
Drives continuous improvement by exploring new uses for existing data and developing new processes or solutions using the Power Platform suite.
Perform additional duties as assigned to support departmental goals and objectives.
