About The Position

The Airport Assistant General Manager (Emergency Management) reports to the Airport General Manager or Deputy General Manager and directs multiple major airport functions. In addition to emergency management, areas of authority include administration and business, Airport operations and security, maintenance and engineering, and others deemed necessary by the General Manager or Deputy. This position is responsible for both strategic planning and day-to-day operations of the entire Airport, allocating budgeted resources as needed, establishing processes and procedures, and playing a significant role in developing Airport policy and Airport strategic emergency management plans. This is a fully seasoned senior leadership position within the Airport structure, charged with the responsibility of directing multiple specialized functions and a large organization within the Airport through multiple duty chiefs, directors, and managers.

Requirements

Bachelor’s degree in business/public administration, aviation management, emergency management or a related area.
Minimum of ten years of management experience in multiple areas of airport management or related field.
Extensive knowledge of all applicable laws, ordinances, policies, standards and regulations governing airport operations to include airfield certification, security, maintenance and emergency planning; knowledge of organization and direction of functions, activities and services in the operation and maintenance of city airports; knowledge of practices, procedures and techniques involved in the research, development and implementation of revenue-generating airport programs, projects and functions; knowledge of aviation terms and communication phraseology.
Strong analytical and presentation skills and a strong understanding of airport industry, commercial and financial policies; strong personnel management skills; exceptional skills in communicating and listening to effectively convey information verbally and in writing.
Ability to organize and direct programs and resources involved in the operation and development of airports; coordinate emergency management programs, communications, information and personnel to assure airport compliance with established requirements and to meet city airport needs; supervise, train and evaluate the performance and professional development of assigned personnel; collaborate with others in the research, development and implementation of revenue-generating airport programs, projects and functions; effectively work, make decisions and communicate under a variety of emergency conditions.
Required physical, lifting, and sensory capabilities are necessary to perform the job successfully.

Responsibilities

Direct assigned functions at the Airport in collaboration with emergency management staff: duty chiefs, directors, managers, and planners.
Prepare plans and procedures for responding to natural disasters and other emergencies to include surrounding businesses and medical facilities.
Lead the response during and after emergencies in alignment with the Incident Command System (ICS) by integrating a combination of facilities, equipment, personnel, procedures and communications operating within a common organizational structure.
Organize and oversee emergency response training programs and exercises for the Airport community and other responders.
Coordinate the sharing of resources and equipment within and across the communities that assist in responding to emergencies at the airport.
Prepare and analyze damage assessments following disasters and emergencies.
Review budgets submitted by staff and collaborate on priorities. Consolidate operating plans and budgets for review by the GM, the Mayor's Office, and City Council.
Apply for federal funding for emergency management planning, responses, and recovery and report on the use of funds allocated.
Select, manage, and develop leadership talent for units managed. Provide guidance and coaching on an ongoing basis. Plan for the future leadership needs of the group and develop potential future leaders and candidates for higher-level positions. Provide both formal and informal feedback to subordinate staff.
Assure that units assigned are incompliance with all applicable regulations, including but not limited to those of the FAA, EPA, and Homeland Security. With respect to areas of responsibility, implement standards, regulations, policies and procedures set forth by the Federal Aviation Administration (FAA), Transportation Security Administration (TSA) and other international, state and local entities to ensure the Airport maintains its operating certificate.
Assure that all activities are carried out with a high level of attention to safety and security.
Establish good working relationships with all Airport leadership, regulatory representatives, airline and concession management, local governments and any other pertinent organizations with respect to the areas assigned.
Serve as a member of the senior management team and provide significant input into overall strategic, business, and financial plans.
