About The Position

The Project Manager is responsible for planning, executing and managing projects, modifications, and maintenance and provides technical oversight for all CBP aircraft. This role involves leading projects from requirements definition through deployment, including defining schedules, scopes, budget estimations, and implementation plans with risk mitigation. The Project Manager will coordinate internal and external resources, analyze project status, and revise plans as needed to ensure project requirements are met. They will establish and maintain stakeholder relationships, manage project documentation, and oversee a team of Field Service Representatives (FSRs). Additionally, the role includes managing configuration control of aircraft, supporting government configuration change processes, recommending aircraft modifications, and acting as a technical interface with third-party vendors. The Project Manager will also manage fielding, warranty claims, and rework, oversee subcontractor activities, support new aircraft introductions and system upgrades, and stay informed about industry advancements in avionics and sensor systems. Travel to multiple CBP Sites may be required.

Requirements

  • Must be able to obtain a Customs and Border Protection suitability clearance.
  • U.S citizenship is required to obtain the clearance.
  • High school diploma or GED required.
  • Valid State driver’s license required.
  • Five (5) years manufacturing/maintenance/modification/quality experience related to any or all of the following: Textron Model B300, Sikorski UH60, Airbus AS350, Cessna C206, Pilatus PC-12 and De Haviland Dash-8 aircraft.
  • Five or more years of project management experience.
  • Five or more years working on CBP aircraft, managing maintenance and modifications and integration of new systems.
  • Strong knowledge of aircraft systems and avionics.
  • Strong knowledge of FAR’s, major repairs and alterations.
  • Excellent written and verbal communication skills.
  • Strong presentation skills.
  • Ability to communicate effectively and deal diplomatically with customers, dealers, and employees.
  • Ability to work independently and make decisions regarding service and customer support.
  • Advanced knowledge of electrical, electronic, mechanical, and associated systems of aircraft as applied to maintenance and modifications.
  • Proficient in the use of Microsoft Office suite of software.
  • Must be able to read and interpret wiring diagrams and blueprints.
  • Perform other qualified duties as assigned.

Responsibilities

  • Lead projects from requirements definition through deployment, identifying schedules, scopes, budget estimations, and implementation plans, including risk mitigation.
  • Coordinate internal and external resources to ensure that projects adhere to scope, schedule, and budget.
  • Analyze project status and, when necessary, revise the scope, schedule, or budget to ensure that project requirements can be met.
  • Establish and maintain relationships with relevant stakeholders, providing day-to-day contact on project status and changes.
  • Coordinate resources and vendors for the execution of projects.
  • Developing project scopes and objectives, involving all relevant stakeholders, and ensuring technical feasibility.
  • Ensure resource availability.
  • Develop detailed project plans to track progress.
  • Measure project performance using appropriate systems, tools, and techniques.
  • Manage the relationship with the client and all stakeholders.
  • Establish and maintain relationships with third parties/vendors.
  • Create and maintain comprehensive project documentation.
  • Manage team of FSR’s (Field Service Representatives).
  • Establish and maintain processes for managing scope during the project lifecycle, setting quality and performance standards, and assessing risks.
  • Assign and monitor resources to ensure project efficiency and completion.
  • Report project outcomes and/or risks to the appropriate management channels and escalate issues, as necessary, according to project work plan.
  • Provide configuration control of aircraft and products.
  • Support the Government configuration change process by identifying data requirements, mandatory service bulletins, and non-mandatory notices and advisories which may require an aircraft configuration change.
  • Recommend changes to, or implementation of avionic systems, aircraft modifications, inspections, refurbishments, or life-limits to prevent unscheduled, but predictable failures.
  • Provide technical interface with third-party OEM, modifier, integrator, and service providers.
  • Manage fielding, warranty claims, and rework with service providers; verify work completed to ensure quality is maintained.
  • Provide oversight of subcontractor or vendor support activities in-progress to assure standards are met.
  • Support introduction of new aircraft, mission system upgrades, test and evaluation of new capabilities or technologies.
  • Stay engaged with industry for avionics and sensor systems, keeping up with new products and understanding system obsolescence.
