About The Position

CI² Aviation, Inc. is seeking an experienced Air Traffic Chief (ATC Facility Chief) to lead non-approach control tower operations at Biggs Army Airfield in Fort Bliss, Texas. The role oversees tower personnel, operational readiness, controller qualifications, training, scheduling, and compliance, supporting safe and efficient aircraft arrivals and departures. The facility provides continuous service 24 hours a day, seven days a week, including weekends and federal holidays. The Air Traffic Chief’s regular schedule is Monday through Friday, 8:00 a.m.–5:00 p.m. The Chief coordinates staffing and operational readiness to support the facility’s continuous operating requirements. The position is contingent upon CI² Aviation, Inc. being awarded the Fort Bliss air traffic control services contract. Any employment offer and anticipated start date depend on contract award and fulfillment of applicable contract requirements.

Requirements

A minimum of six years of Army fixed-base ATC tower experience controlling aircraft at Army locations.
A previous tower rating obtained before employment.
FAA Form 7220-1, Control Tower Operator (CTO) certificate, or AVO credential, as applicable to assigned duties.
Ability to obtain the required facility rating before assuming ATC duties.
An active Army Class IV Flight Physical meeting the standards of AR 40-501, paragraph 4-33.
An active SECRET (Tier 3) security clearance, maintained throughout employment under the contract. An officially granted Interim SECRET clearance is temporarily acceptable while final SECRET adjudication is pending.
A valid U.S. state driver’s license appropriate for any vehicle operated in the performance of assigned duties.
Authorization to work in the United States and ability to satisfy installation access, background investigation, and identification requirements.
Ability to meet all applicable certification, licensing, medical, and qualification requirements before performing assigned work.
Strong leadership, communication, organizational, and operational coordination skills.
Professional appearance and commitment to safety, security, and mission readiness.
Complete and maintain required training: TARP training within 30 calendar days of contract start or hire, as applicable, and annual CIAR training; DoD Information Assurance awareness training before network access and annually thereafter; Level I OPSEC Awareness training; Antiterrorism Level I Awareness training; and locally developed iWATCH Army training.

Responsibilities

Supervise and manage daily ATC tower operations in accordance with applicable military, ICAO, federal, state, and installation requirements.
Attend the daily 8:00 a.m. synchronization meeting and brief government personnel on missions, exercises, operational concerns, and ATC safety issues.
Provide subject matter expertise and technical recommendations to Airfield Division government personnel.
Develop and maintain facility duty schedules to support continuous operational coverage.
Ensure controllers maintain required position currency, qualifications, certifications, and medical eligibility.
Conduct position qualification evaluations, administer annual written examinations, and perform controller skill evaluations.
Gather, review, and verify Terminal Instrument Procedures (TERPS) data associated with the assigned facility.
Oversee facility equipment readiness and monitor and report the operational status of equipment and associated navigational aids (NAVAIDs).
Coordinate reporting and follow-up for equipment deficiencies; physical maintenance and repairs are outside the position’s authorized scope.
Maintain current regulations, manuals, charts, maps, and training materials required by TC 3-04.15.
Maintain custodial control of facility forms, records, and publications, ensuring accuracy, completeness, and proper distribution.
Ensure personnel follow installation security procedures, access requirements, and the company’s safety plan.
Carry out operational, supervisory, and coordination responsibilities described in TC 3-04.15, Chapter 1.
Coordinate staffing and operational readiness to support facility operations on weekends and federal holidays.
