About The Position

The purpose of this position is to provide advanced technical review and support for complex air permitting actions, including review of work developed by staff for technical accuracy and consistency, and to serve as a technical resource for staff and management. This role provides technical leadership and support for the consistent development of technically sound, enforceable permits in a timely manner and in accordance with applicable laws, regulations, written policies, and procedures. The position also develops and drafts permits and provides technical support for permit-related compliance and enforcement activities.

Requirements

  • Substantial experience interpreting and applying Federal and State air program laws, regulations, and guidance; evaluating applications, engineering reports, and related technical documents
  • Experience writing and reviewing air permits, statement of bases, engineering analyses, and performing emission calculations.
  • Advanced knowledge of environmental, mechanical and chemical engineering principles; industrial processes; and air pollution control technologies.
  • Excellent communication (verbal and written) and interpersonal skills; experience using PC word processing, spreadsheet and database software; and demonstrated ability to train other staff and actively contribute in agency workgroups.
  • Ability to manage and evaluate program performance, and provide quality control/assurance reviews resulting in consistent and high quality work products.
  • Ability to work independently as well as collaboratively in a team environment.
  • Must be sensitive to public attitudes and concerns while effectively carrying out the agency mission.
  • Combination of work experience, training, or education with major course work in engineering and/or physical science demonstrating a proficiency that is translatable to air permitting knowledge, skills, and abilities.

Responsibilities

  • Review permit applications, including complex permit applications and air permit related documents submittals for applicability and completeness.
  • Develop and write technically and procedurally accurate statement of bases, engineering analyses and enforceable permits for issuance in a timely manner, in accordance with applicable laws, regulations, and guidance.
  • Conduct quality assurance and quality control reviews of draft permits, statement of bases, and engineering analyses developed by other air permitting staff
  • Provide recommendations and support for approval of plans, specifications and other value engineering documents.
  • Provide technical support for permit related compliance and enforcement actions by working with clients and other DEQ staff to resolve issues efficiently, openly, fairly and consistently.
  • Serve as a program expert for the region and in collaborative efforts with other regions and Central Office.
  • Suggest changes to, and participate in the development / review of, agency guidance and regulations, including coordination of regional responses to Central Office.
  • Share competency internally and externally to the benefit of the program, both in the Regional Offices and within the agency.
  • Participate in discussions regarding program issues with other agencies, the regulated community and the general public.
  • Provide other air permitting programs and/or agency / regional support as assigned.
