About The Position

This role involves supporting and independently performing compliance activities related to various air quality regulations, including NSPS OOOOa and OOOOb, the NMED Ozone Precursor Rule, and NMOCD Waste Prevention Rule. The specialist will manage assigned Leak Detection and Repair (LDAR) programs, track regulatory deadlines, and review operational and emissions data for accuracy. Collaboration with internal teams and external consultants for permitting, reporting, and compliance projects is key. Field visits will be required to understand operations and verify compliance. Some travel is anticipated for field visits, meetings, and training.

Requirements

Demonstrated familiarity with applicable federal and state oil and gas air quality regulations, including NSPS OOOOa, OOOOb, JJJJ, NMED, ODEQ, and other applicable regulatory programs.
Ability to independently manage assigned compliance responsibilities and regulatory deadlines with appropriate oversight.
Strong analytical skills and attention to detail, including the ability to review large datasets and identify inconsistencies or potential compliance concerns.
Strong proficiency in Microsoft Excel is required.
Strong professional written and verbal communication skills.
Ability to effectively communicate and coordinate with field personnel, technical staff, management, consultants, and regulatory agencies.

Nice To Haves

Bachelor’s degree in Engineering, Environmental Science, or a related field.
Three or more years of relevant environmental or air quality experience preferred, with oil and gas industry experience strongly preferred.

Responsibilities

Support and independently perform compliance activities associated with NSPS OOOOa and OOOOb, including annual reporting, recordkeeping, data review, and compliance tracking.
Support compliance with the New Mexico Environment Department (NMED) Ozone Precursor Rule, including data collection, reporting, recordkeeping, and coordination with field operations.
Prepare or support reporting to the New Mexico Oil Conservation Division (NMOCD) under the Waste Prevention Rule.
Support assigned Leak Detection and Repair (LDAR) programs and associated compliance activities.
Maintain and track assigned regulatory deadlines, compliance obligations, records, and supporting documentation.
Review operational and emissions data for completeness and accuracy and coordinate with Operations, Engineering, Measurement, Maintenance, and other personnel to resolve discrepancies.
Work with internal personnel and third-party consultants to complete assigned permitting, reporting, modeling, and compliance projects.
Participate in field visits to develop an understanding of facility operations, verify compliance information, and support air quality program implementation.
Perform other environmental and air quality compliance responsibilities as assigned.
Some travel will be required for field visits, meetings, and training.
