About The Position

We have an opening for an Environmental Analyst to support within the Environment, Safety & Health (ES&H) Directorate, Waste and Air Quality Office. You will provide advanced environmental regulatory compliance support in air quality to LLNL programs as well as support to the Environmental Functional Area (EFA) and ES&H field Teams. You will also manage LLNL’s two meteorological monitoring stations and three beta attenuation mass (BAM) monitoring stations and provide air dispersion meteorology and human health risk assessment modeling support as needed. Depending on your assignment, this position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week. This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. You will Serve as a primary technical contact for EPA-Office of Air and Radiation, California Air Resources Board (CARB), and local Air Districts. Interpret complex air compliance regulations and legislation, negotiate the best compliance solution with regulators, prepare detailed air permit applications and permit related documents, and serve as a resource for and/or collaborate with LLNL stakeholders. Analyze, interpret, and provide guidance on proposed federal, state, and local complex environmental regulations and DOE Orders as they may relate to LLNL operations. Conduct complex environmental analyses and audits of operations and facilities to identify potential environmental issues and recommend solutions. Coordinate and participate in regulatory inspections, audits, and site verifications by internal and external agencies. Perform data analysis including statistical analysis of environmental data; maintain spreadsheets. Review air dispersion modeling and human health risk assessment modeling analyses as needed. Work independently and in a team environment with minimal direction depending on assigned tasks. Perform other duties as assigned. Conduct highly complex environmental analyses and audits of operations and facilities to identify potential environmental issues and recommend solutions. Mentor and train junior staff in technical skills, knowledge, and abilities.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree or higher in Physical, Chemical, Biological, Atmospheric, or Environmental Sciences, Engineering or related field, or equivalent combination of education and related experience.
  • Significant knowledge and experience in federal, state, and local air regulations.
  • Experience analyzing, interpreting, and assessing compliance of complex environmental regulations and recommending solutions.
  • Advanced experience conducting audits and compliance inspections.
  • Advanced verbal and written communication skills necessary to effectively present, explain and communicate complex technical information to all levels of personnel and management; ability to handle sensitive and confidential issues with tact, discretion, and mature judgment.
  • Analytical, decision-making, and problem-solving skills to evaluate, interpret, negotiate, recommend, and implement actions/solutions for complex problems.
  • Effective organizational skills with detail orientation necessary to handle multiple complex tasks in a demanding environment with conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service, and good follow-through.
  • Highly advanced knowledge and significant experience in air compliance programs.
  • Highly advanced experience analyzing, interpreting, and assessing compliance with complex environmental regulations and recommending and implementing solutions.
  • Experience mentoring and training junior staff on relevant skills, knowledge, and abilities.

Nice To Haves

  • Master’s degree in engineering, environmental science, or related field.
  • Experience with Bay Area Air Quality Management and/or San Joaquin Valley Air Pollution Control District regulations.
  • Knowledge and experience with other relating environmental regulatory and compliance requirements, including NEPA, CEQA, hazardous waste, stormwater, drinking water at the state and federal levels.
