About The Position

The primary purpose of this position is to serve as an Air Operations Center level program analyst, applying Air Force military rated aviator experience to analyze, develop, and evaluate issues, and develop recommendations to resolve substantive problems with the effectiveness and efficiency of work operations in a Center program. Assignments involve matters which specifically require AF military rated aviator experience to successfully accomplish tasks.

  • Must be able to obtain and maintain a Top Secret clearance.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Rated military aviator experience meeting the definition in AFI 11-402 (Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges) and AFI 11-412 (Flying Operations-Aircrew Management) is required.
  • The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical Center plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, flying training systems both manned and unmanned, foreign military sales, acquisition, PPBS, special operations, or similar operations.
  • Knowledge of military Center structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • Knowledge of the various Center entities involved in overall planning and execution of operations and evaluations.
  • FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
  • NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
  • Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of Center level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, flying training systems both manned and unmanned, foreign military sales, acquisition, special operations, rescue, or similar operations.
  • Knowledge of Air Force and Center program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various Center entities involved in overall program planning and execution of military operations and evaluations.
  • Knowledge of the application of AF military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs; and assigned weapons systems.
  • Ability to apply military rated aviator experience and expertise to assigned programs and/or weapons systems.
  • Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a Center program.
  • Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
  • Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.

Nice To Haves

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Responsibilities

  • Applying Air Force military rated aviator experience, analyzes, develops, and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a Center program.
  • Documents planning and programming decisions in appropriate formats to meet Air Force and Center requirements.
  • Using AF rated aviator military experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.
