About The Position

The Vehicle Services Program (VSP) is seeking a dedicated, analytical, and detail-oriented Air Environment Systems Technician (AEST) to serve as a key enforcement expert in Colorado’s Emissions Program. In this vital role, you will be on the front lines of environmental compliance across the Front Range—monitoring, analyzing, and auditing emissions testing facilities to keep Colorado’s air clean and safe for everyone. VSP ensures statewide compliance with Colorado Revised Statutes governing vehicle titling, registration, and emissions. Our Emissions Program oversees automobile inspections, station licensing, inspector certifications, and facility audits across ten Front Range counties. Managing over 80 locations, 450 inspectors, and diverse testing programs (Enhanced, RapidScreen, and Diesel Opacity), our team maintains high standards of operational integrity and consumer protection. As an Air Environment Systems Technician, you will exercise official authority to enforce state gas and diesel emission laws through field monitoring, technical analysis, and program audits.

Requirements

Four (4) years of relevant experience in diesel vehicle repairs/emissions testing and/or gasoline vehicle repairs/emissions testing
A combination of related education and/or relevant experience in diesel vehicle repair/emissions testing and/or gasoline vehicle repair/emissions testing equal to four (4) years
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
Final candidates must also complete a successful background investigation and reference check prior to appointment.
Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
Motor Vehicle Records (MVRs) will be pulled for review for workers who: Have an assigned State fleet vehicle, Are required to operate a vehicle as part of the position, Utilize a State fleet vehicle as a pool vehicle.

Responsibilities

Evaluate complex emissions data, vehicle records, and statutory requirements to independently grant or deny waivers for non-complying vehicles.
Perform deep-data analysis and physical inspections to detect, expose, and document fraudulent repair practices and illegal emissions control tampering.
Ensure high-precision operational standards by validating and confirming the accurate calibration of constant volume samplers, dynamometers, flame ionization units, and opacity meters.
Conduct rigorous, bi-monthly audits of both Contracted and Fleet diesel inspection stations to evaluate statutory compliance and equipment functionality.
Assess inspector competency and performance, holding authority to require additional mandatory training or issue formal penalties when non-compliance is identified.
