About The Position

This role focuses on strengthening and informing legislation and regulator-level whistleblowing channels that determine both the legal protections available to AI whistleblowers and the effectiveness of channels through which they can safely disclose. The work is primarily focused on U.S. federal and state levels. The position involves prioritizing and providing input on federal and state whistleblower bills, AI bills with implications for whistleblowing, and advising agencies, congressional offices, or other reporting bodies as they set up disclosure channels. Tasks can include suggesting edits to AI bills to ensure non-compliance can be surfaced by insiders, drafting model language for whistleblower provisions, commenting on proposed amendments, assembling coalitions for legislative action, writing op-eds, speaking to journalists, advising agencies on setting up disclosure channels, managing fellows on exploratory topics, and working with lobbyists to map legislative processes and identify key decision-makers.

Requirements

  • Policy or advocacy experience in either AI or whistleblowing.
  • Ability to rapidly build understanding of the other field (AI or whistleblowing).
  • Strong understanding of how bills are passed.
  • A network that will enable effective work.
  • Multiple years of relevant experience, or a strong record of high-agency work in AI governance.
  • Driven and relentlessly resourceful; ability to decide what needs to happen and make it happen without waiting for direction.
  • Ability to get around obstacles and perform operational work.
  • Fast learner, able to quickly grasp unfamiliar bills, regulatory processes, or technical debates.
  • Exceptionally strong judgment, with the ability to form well-informed opinions on policy matters and prioritize AIWI's efforts.

  • Strong communicator, able to translate complex points into model policy language, briefings, or op-eds.

Responsibilities

  • Improve Legal protections by informing U.S. federal and state whistleblower legislation, and whistleblowing provisions in adjacent AI bills through model policy, technical drafting support, policymaker briefings, and public education.
  • Provide input on non-whistleblowing AI bills where language determines if non-compliance can be detected or disclosed by insiders.
  • Build and orchestrate broad coalitions to strengthen (non-)AI whistleblowing law in key states.
  • Prioritize policy opportunities through the development of thought leadership on gaps to be closed and the feasibility of addressing them.
  • Make External Disclosure channels safer and more effective for AI insiders by supporting congressional, federal, and state bodies in building and improving their channels.
  • Build relationships with disclosure channels to uncover opportunities for improvements and training/support needs.
  • Maintain a view of bodies' channel quality.
  • Build and maintain relationships with congressional offices, policy advocacy organizations, and bodies operating disclosure channels.
  • Track AI and whistleblower bills moving across state legislatures and identify those worth engaging with.
  • Release publications and op-eds conducive to policy efforts.
  • Conduct exploratory research, especially in the context of using whistleblowing for verification of international agreements.
  • Manage fellows and potentially team members as the function grows.
