The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development by strengthening selected elements of Indonesia’s decentralized government system responsible for basic service delivery. SKALA facilitates collaboration between Indonesian government stakeholders at national and subnational levels to achieve synergies and improve service delivery, building on 19 years of previous support. The program is implemented through three pillars: strengthening the national enabling environment, improving sub-national governance for service delivery, and increasing participation for women, people with disabilities, and vulnerable groups. It operates at national and subnational levels across various regions and focuses on Public Financial Management, Minimum Service Standards, Data and Analysis, and GEDSI. The Indonesian government, supported by the SKALA program, is developing a digital Knowledge Management Center (KMC) to enhance planning and policymaking. The KMC will gather government knowledge products, process them using AI to provide contextualized information, and integrate with existing government data systems (legacy systems) at Bappenas, the Ministry of Home Affairs, the Ministry of Finance, and local governments. As a consultant, this role involves designing and overseeing the implementation of the end-to-end system architecture for the KMC prototype, ensuring a robust, scalable, and secure digital architecture. The architect will translate strategic KM and AI requirements into practical system architecture and supervise development to ensure scalability, interoperability, robust performance, and long-term sustainability within government systems.
