About The Position

This position is accountable for the analysis, technical examination, and review of joint state/local public agency (LPA) funding agreements and LPA/consultant engineering agreements for all local transportation projects implemented under various state and federal programs administered by the Bureau of Local Roads and Streets (BLRS). This position is also accountable for post letting activities, including securing LPA award concurrences, preparing post-letting modified project agreements (MPA), and award notices for local road and bridge projects placed on state lettings.

Requirements

Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience OR seven years of engineering experience.
Requires occasional travel which could include overnight stays.
Requires a valid driver’s license.
Requires successful completion of a background screening.
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

Responsibilities

Examines, analyzes, and processes federal-aid consultant engineering agreements for departmental approval.
Analyzes, coordinates, and processes joint state, city, county, and township agreements for departmental approval.
Ensures eligibility and funding of all improvements by verifying with the guidelines outlined in state and federal programs.
Maintains an accurate and comprehensive record of the status of all agreements.
Initiates and prepares federal authorizations for local engineering projects and modified authorizations for state let construction projects.
Obtains local public agency (LPA) award concurrences in order to coordinate letting information with districts and other central bureaus.
Prepares and transmits award notices to appropriate bureaus for all federal-aid construction projects to initiate state obligation and assigns distribution of costs.
Evaluates paying item bid values for assignment to appropriate fund sources and state appropriation, and calculates percentages for federal, state, and local participation.
Provides guidance to district and local public agency personnel who originate agreements to facilitate processing and ensure timely approval.
Assists other Agreements Sub-Unit staff when necessary.
Performs duties in compliance with departmental safety rules.
Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
Performs other duties as assigned.
