  • At least 6 years of experience leading Scrum Masters, Agile practitioners, or cross-functional technical teams.
  • Experience supporting Agile software development, systems engineering, cybersecurity, or comparable technical environments.
  • Working knowledge of Scrum, Kanban, Agile planning, iterative development, and continuous improvement.
  • Experience coordinating sprint ceremonies, backlog refinement, and PI planning across multiple teams.
  • Strong Jira and Confluence skills, including boards, workflows, dashboards, and reporting.
  • Ability to assess team capacity, dependencies, performance, and impediments.
  • Demonstrated personnel leadership, communication, and government and technical stakeholder engagement skills.

  • Establish roles, responsibilities, performance expectations, and accountability standards for Scrum Masters and Release Train Engineers.
  • Ensure assigned development teams receive effective facilitation, impediment resolution, backlog readiness coordination, and execution tracking.
  • Assess personnel workload, team assignments, and support capacity to align resources with program priorities.
  • Conduct team engagements, performance assessments, and professional development activities, and identify cross-training opportunities.
  • Coordinate Agile execution across development teams in alignment with government priorities, milestones, and capability objectives.
  • Lead Scrum Master preparation and support for PI planning, sprint planning, backlog refinement, sprint reviews, retrospectives, and other established ceremonies.

  • Support integrated PI objectives, capacity assessments, execution commitments, and delivery forecasts.
  • Coordinate with RTEs, Product Owners, Technical Leads, and engineering leadership to resolve cross-team dependencies.
  • Monitor sprint and PI performance; support PI closeout, incomplete-work reconciliation, lessons learned, and preparation for subsequent increments.
  • Oversee Scrum Master responsibilities for Jira work management, ticket accuracy, sprint tracking, and backlog organization.
  • Set expectations for Jira hygiene, including work status, ownership, acceptance criteria, dependencies, estimated completion dates, and progress updates.
  • Coordinate with Product Owners and engineering leads to correct outdated or inconsistent execution information.
  • Support dashboards and reports on sprint and PI progress, planned versus completed work, throughput, cycle time, impediments, and capacity where applicable.
  • Identify discrepancies between reported progress and actual execution and coordinate corrective actions.
  • Serve as the primary coordination point for the Scrum Master organization with government leadership, RTEs, Product Owners, engineering teams, and contractors.
  • Facilitate collaboration across software development, cybersecurity, infrastructure, systems engineering, testing, and integration teams.
  • Assess how evolving priorities affect capacity, sprint commitments, and delivery timelines.
  • Elevate significant impediments and resource constraints through established leadership channels.
  • Support government execution reviews with accurate information on commitments, performance, risks, and dependencies.
  • Maintain boundaries between Agile facilitation, product prioritization authority, and technical engineering decisions.
  • Monitor team health and performance to identify delivery risks, recurring impediments, and potential impacts to capability delivery.
  • Establish consistent tracking, escalation, and resolution of impediments that extend beyond individual teams.
  • Evaluate capacity, workload, and competing priorities to support realistic commitments.
  • Coordinate dependency resolution with RTEs, Product Owners, and technical leadership.
  • Reinforce active impediment resolution, accountability for agreed actions, and timely communication of execution concerns.
  • Assess Agile effectiveness and identify targeted coaching, training, and process improvements.
  • Set consistent Scrum Master performance expectations for facilitation, engagement, impediment management, and execution visibility.
