About The Position

This is a full-time position responsible for preparing, presenting, and managing budgets for the Worcester County Health Department. The role involves applying analytical and mathematical skills to support the agency's fiscal and accounting functions. Responsibilities include assisting with grant-funded budgets, monitoring expenditures, analyzing financial data, preparing reports and forecasts, supporting program managers, maintaining financial records, participating in year-end closing, and assisting with audits. Occasional evening and/or weekend hours may be required, and travel to all Worcester County Health Department sites is necessary.

Requirements

  • Five years of experience in budget preparation, presentation and execution
  • Possession of a Bachelor's degree from an accredited college or university and one year of experience in budget preparation, presentation and execution
  • 30 credit hours of graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration
  • U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis

Nice To Haves

  • Advanced experience with Microsoft Excel
  • Experience working with the Maryland Financial Management Information System (FMIS) or other accounting software
  • Experience with federal and state grants

Responsibilities

  • Assisting with the development & administration of grant-funded budgets
  • Monitoring & approving expenditures to ensure alignment with budgetary priorities and constraints
  • Analyzing financial data and preparing projections, forecasts, and recommendations
  • Compiling and submitting required financial reports to management and external agencies
  • Budget planning and expenditure tracking support to program managers and department staff
  • Maintaining financial records in accordance with agency policies and record retention requirements
  • Participating in year-end closing activities
  • Assisting with audits by providing supporting financial documents as needed
