About The Position

The Affordable Housing Asset Specialist is responsible for overseeing a portfolio of affordable housing properties to maximize financial performance, maintain regulatory compliance, preserve physical assets, and support long-term ownership objectives. This role serves as a liaison among property management teams, investors, regulatory agencies, and senior leadership while ensuring compliance with affordable housing programs including LIHTC, TCAC, HUD, and the San Diego Housing Commission.

Requirements

  • Minimum 3-5 years of experience in affordable housing, multifamily asset management, property management, or a related field.
  • Demonstrated experience with Low-Income Housing Tax Credit (LIHTC) properties and compliance requirements.
  • Experience with HUD programs strongly preferred.
  • Experience in financial analysis, forecasting, budgeting, and executive-level reporting.
  • Strong knowledge of affordable housing programs.
  • Understanding of real estate finance, asset management principles, and capital planning.
  • Knowledge of Area Median Income (AMI) calculations and affordable housing income restrictions.
  • Proficiency in Microsoft Excel and other property management or asset management software systems.
  • Strong analytical, organizational, and data management skills.
  • Ability to interpret regulations, financial reports, and legal documentation.
  • Excellent verbal and written communication skills.

Responsibilities

  • Monitor the operational, financial, and occupancy performance of a portfolio of affordable housing assets.
  • Evaluate property performance against budgets, pro formas, and strategic objectives.
  • Prepare and present monthly asset performance reports to senior leadership teams.
  • Develop and maintain property profiles, asset records, and key portfolio documentation.
  • Ensure compliance with all applicable affordable housing regulations, policies, and program requirements, including: Low-Income Housing Tax Credits (LITEC), California Tax Credit Allocation Committee (TCAC), HUD programs, San Diego Housing Commission.
  • Serve as a resource on affordable housing compliance requirements and best practices.
  • Monitor property management companies’ performance, policies, and operational practices.
  • Conduct regular site visits to evaluate property condition, operations, and compliance.
  • Collaborate with management teams to maintain occupancy, resident satisfaction, and operational efficiency.
  • Analyze financial statements, budgets, forecasts, and performance metrics.
  • Identify variances and recommend strategies to improve asset performance.
  • Prepare financial analyses and reports for senior leadership.
  • Support annual budgeting and long-term financial planning efforts.
  • Collaborate with CAO and property management to develop and maintain life-cycle capital plans for each property.
  • Monitor capital improvement projects to ensure they remain on schedule and within budget.
  • Communicate capital plan variances and funding needs during annual budgeting processes.
  • Support the long-term preservation and sustainability of affordable housing assets.
  • Lead efforts to prepare eligible LIHTC properties for Year 15 ownership transitions and buyouts.
  • Coordinate due diligence, documentation, and stakeholder communications related to ownership transactions.
  • Manage buyout transactions through completion.
