The Community Director (CD) is responsible for the full operation of an affordable housing community, including financial performance, compliance, leasing, resident relations, and staff supervision. The CD serves as the on-site leader and is accountable for delivering a well-maintained, fully compliant, and financially sound property.

Requirements

  • 2+ years of property management experience, including affordable housing preferred
  • Working knowledge of LIHTC and/or HUD/Section 8 compliance requirements
  • Experience with RealPage/OneSite, Yardi, Fortress, or similar property management software
  • Fair Housing certification required within 7 days of employment
  • Strong leadership and team management skills
  • Attention to detail, particularly in compliance documentation
  • Effective communicator with residents, staff, and regional leadership
  • Problem-solving orientation with the ability to manage competing priorities
  • Customer-service mindset and professionalism under pressure

Responsibilities

  • Manage the property's operating budget and drive performance against budgeted NOI, NRI, bad debt, and management fee targets, including monthly variance reporting
  • Operate within approved budgeted operating expenses for the property
  • Maintain physical occupancy at or above budgeted levels through proactive leasing and retention strategy, while monitoring economic occupancy to ensure rent potential is being fully realized
  • Approve invoices up to $500 within delegated authority as defined in the property's PMA
  • Enforce a strict delinquency (DQ) process, including proactive rent collection efforts such as door-to-door visits, phone calls, and text outreach to delinquent residents, with resident account notes updated weekly
  • Lead the eviction process when necessary, working with and following up with the local attorney throughout the process, in accordance with company and legal requirements
  • Develop and execute the property's action plan to address performance gaps, tracking progress against budgeted targets
  • Ensure the property remains in full compliance with LIHTC, HUD/Section 8, and applicable state program requirements
  • Oversee accurate and timely income certifications, recertifications, and waitlist management
  • Lead REAC, MOR, and state agency inspection preparation and on-site walkthroughs
  • Maintain accurate resident files in accordance with program and company file standards
  • Drive leasing activity to meet and maintain budgeted occupancy targets
  • Oversee the leasing team's performance, including tours, applications, and move-ins
  • Manage the waitlist in accordance with program requirements and fair housing law
  • Partner with marketing on advertising, community outreach, and resident referral programs
  • Confirm move-in funds are received, the lease is signed, and utilities are set up prior to resident move-in
  • Hire, train, schedule, supervise, and manage the performance of the on-site team, including leasing and maintenance staff, and provide meaningful recommendations regarding discipline, promotion, and termination
  • Regularly direct the work of two or more full-time employees (or the equivalent).
  • Conduct performance evaluations and coach staff on service standards and compliance procedures
  • Respond to and resolve resident concerns, complaints, and lease violations in a timely, professional manner
  • Ensure the property maintains curb appeal, cleanliness, and a strong resident experience
  • Ensure weekly on-site vacant apartment home walks are completed and a regular preventative maintenance schedule is adhered to
  • Manage the Maintenance Supervisor and maintenance team to ensure apartment home turn times are completed within 7 business days and all work orders are completed and closed out in a timely manner
  • Submit incident reports to the Regional Manager within 8 hours of occurrence
