About The Position

The Aeronautical Information Operations Specialist within the Standards and Procedures, Aeronautical Information Management (AIM) and Instrument Flight Procedures (IFP) Design team uses their broad and solid aviation background and high degree of analytical skills to assess the operational impact to users of aeronautical information products. These essential qualities combined with a good understanding of aeronautical information management and NAV CANADA processes and functions, bridges the gap between data requirements, operational & stakeholders’ requirements, and aeronautical information products. The Specialist applies their knowledge and understanding to recommend course s of action to ensure compliance with applicable standards, regulations and practices in the development and introduction of technology or new types of information while ensuring adequacy for use to support aviation operations. The Specialist assesses processes and aeronautical product specifications used in the Aeronautical Information Service(AIS)/Management (AIM) department in relation to the ICAO Annex 15 and 4 Standards and Recommended Practices (SARPs), PANS-AIM provisions, Canadian aviation regulations and NAV CANADA procedures and advises on strategies to maintain or increase compliance against the international or national standards. This position must maintain a broader perspective that includes the use of aeronautical information products in operations (e.g. navigation charts, CFS), and current and future Aeronautical Information Management requirements in order to effectively collaborate with Transport Canada and assess draft ICAO or other material that could affect aeronautical information products or processes.

Requirements

Successful completion of secondary school or equivalency.
Possessing or having possessed a Canadian Airline Transport Pilot License (ATPL) or military equivalent.
Experience using NAV CANADA Aeronautical Information products in flight operations in the past 5 years.
Experience using in flight operations of third-party products based on Canadian aeronautical information/data such as but not limited to Electronic Flight Bags or Foreflight.
Experience flying commercially (or military) within Canada.
Experience in IFR and VFR flight operations at controlled and uncontrolled sites in Canada or abroad.
In depth knowledge of Parts III, VI and VIII of the Canadian Aviation Regulations and associated Standards pertaining to Aeronautical Information.
In depth knowledge of ICAO Annexes 4, 11, 14 and 15 and of the Procedures for Air Navigation Services as it relates to AIM (PANS-AIM), as well as sound knowledge of the ICAO operational requirements for information concerning aerodrome facilities and services.
Knowledge of the Canadian NOTAM system, including runway surface conditions (RSC) NOTAM as associated regulations, of airspace classes, designations and usage.
Knowledge of the Canadian AIS system and operational use of aeronautical information printed and electronic products.
Familiarity with Navigation database providers and data integrators (data houses) requirements.
Familiarity with TP312 aerodrome standards and with the Canadian Advisory Circular and Aerodrome Safety Circular system.
Ability to exercise judgment in complex, high-impact operational environments where ambiguity and competing considerations exist.
Ability to interpret and apply regulatory and standards requirements within the operational context of the Air Navigation System (ANS).
Ability to evaluate operational, safety and organizational risk implications of strategic decisions and provide balanced, well-supported recommendations.
Ability to analyze scenarios and determine appropriate regulatory application while maintaining compliance and operational integrity.

Responsibilities

Research existing and new aeronautical information related regulations, standards and best practices, and recommend strategies to increase or maintain compliance.
Assess the operational impact to Aeronautical Information Services (AIS) processes and aeronautical information product users from planned or proposed changes.
Draft AIS-related policies, procedures and, occasionally staff instructions.
Provide guidance on the application of AIS-related Canadian regulations, ICAO standards and recommended practices (SARPs) and provisions, NAV CANADA processes and industry best practices to AIS management and other NAV CANADA departments which include, but are not limited to, Customer & Stakeholder Relations, ATS Standards, Technology and ATS Learning.
Collaborate with Transport Canada (TC) and relevant organizations to determine the application of Canadian regulations including cases where it appears the regulation does not cover a specific scenario.
Collaborate with TC to propose changes to documents, manuals and advisory material to support the delivery of the Aeronautical Information Service (AIS) in accordance with Canadian Aviation Regulation (CAR) 803.01 and ensure understanding by relevant stakeholders such as airport and aircraft operators, third party procedure designers, etc.
Provide subject matter expertise to and participate in regulatory, industry and international working groups and produce written reports summarizing key discussions and identifying potential impacts on NAV CANADA processes or interests.
Collaborate with Transport Canada and industry to establish the requirements for data sets to be collected for the effective delivery of the AIS.
