About The Position

Housing Services leads service system planning and management of housing and homelessness programs and services with a view to policy and service integration. Helps improve these services through effective planning, based on local information and research about the needs of Peel’s many different communities. In this role, you will supervise a small team of Specialists including Housing System Specialists and a Housing Analytics Specialist.

Requirements

  • A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
  • Master’s‑level education in human services, political studies, public policy, or a related field, plus a minimum of five years’ experience in housing policy or government/stakeholder relations with a housing focus.
  • Minimum three years of leadership experience including supervision, coaching, or team oversight.
  • Expert knowledge of housing policy and operational issues related to developing, maintaining, and delivering community housing supports, including regulatory requirements and client outcomes.
  • High political acuity with the ability to navigate sensitive issues, anticipate stakeholder reactions, and respond with tact and diplomacy.
  • Experience with public consultation and facilitation.
  • Expert knowledge of statistical and analytical concepts to develop information products for diverse audiences.
  • Ability to conduct rapid, high‑quality research on emerging issues to inform senior leadership.
  • Knowledge of process management, program evaluation, performance measurement, quality management, business analysis, and other improvement methodologies.
  • Combination of education and experience may be considered.

  • Formal training in change-management principles is considered an asset.

Responsibilities

  • Lead policy analysis and provide recommendations that inform advocacy, program development, and system-wide decision‑making.
  • Oversee quality control for reports, plans, communications, and project deliverables to ensure accuracy, consistency, and alignment with divisional priorities.
  • Build and maintain government relationships and proactively communicate emerging housing issues, opportunities, and system impacts to internal and external partners.
  • Guide Housing System communications and maintain effective engagement forums that support service delivery and stakeholder collaboration.
  • Provide recommendations to improve programs, policies, procedures, service design, reporting measures, tools, and resources that strengthen Housing System performance.
  • Monitor performance by conducting detailed analysis, evaluating strategies, and ensuring initiatives and services meet required outcomes and legislative standards.
  • Develop and sustain stakeholder relationships on behalf of the service system manager to advance PHHP outcomes and divisional priorities.
  • Supervise and develop staff by providing coaching, performance management, hiring input, and effective delegation of work.
  • Identify funding gaps to support advocacy strategies and system sustainability.
  • Provide expert advice on the development, implementation, and evaluation of housing programs, services, and operational processes.
  • Prepare annual pre-budget submissions and communicate Regional priorities to Provincial and Federal partners.
  • Develop performance metrics and conduct evaluations, business analyses, and process improvements to inform planning and advocacy.
  • Collaborate with internal teams and external partners to support system requirements and advance advocacy priorities.
  • Align advocacy strategies through coordination with Corporate Government Relations.
  • Manage sensitive communications by identifying risks, supporting mitigation strategies, and ensuring timely escalation of critical issues.
  • Prepare and deliver presentations and reports including Council reports, briefing notes, position papers, and updates for diverse audiences.
  • Maintain relationships with government staff and service providers across all levels to support system coordination and issue resolution.
  • Participate in committees and working groups related to housing and human services.
