About The Position

Under the supervision of the Director or Health and Homes, the Program Manager provides both program leadership and direct-service support, ensuring compliance with funding guidelines while providing trauma-informed, culturally responsive care. In addition to overseeing the Consolidated Homeless Grant (CHG) for Walla Walla, Columbia and Garfield Counties and helping coordinate services in the community, this position carries a small caseload in Columbia and Garfield counties to remain engaged with frontline service delivery. The Program Manager provides strategic oversight and leadership for community outreach and engagement in Columbia and Garfield Counties for BMAC service-related activities and resource connection for BMAC’s programs, including shelter and nourishment. This position works in collaboration with the broader Health and Homes team to coordinate regional outreach strategies and ensure that outreach efforts effectively connect vulnerable populations with services they need to support wellbeing and supports other BMAC teams to assist with service provision and information sharing across our rural service region. The Program Manager serves as the primary contact and outreach coordinator for community-based organizations (CBOs) in Columbia and Garfield counties, building strong partnerships to help the community thrive. This position will be based across two primary locations—in BMAC’s Dayton and Walla Walla offices, and will supervise staff in Columbia, Garfield, and Walla Walla Counties.

Requirements

  • Relevant experience and/or education may be substituted for either education or work history.
  • Bachelor's degree in Human Services or related field strongly preferred.
  • Three (3) years related work experience administering social services, including at least one (1) year in a supervisory or leadership role.
  • Bilingual/Bicultural – English/Spanish – is preferred.
  • Working knowledge of issues and resources in relation to housing and persons experiencing homelessness and other community services for very low-income households.
  • Strong commitment to mission, including racial equity and social justice.
  • Leadership and supervision skills, including managing and mentoring staff across multiple locations, conducting performance reviews, and fostering professional growth.
  • Ability to balance administrative duties with direct service responsibilities.
  • Ability to articulate and model organizational mission, values, and policies while promoting a positive workplace culture.
  • Ability to enter and maintain accurate client records;
  • Proficient with Microsoft Office products, including Outlook, Teams, Word, Excel, and SharePoint.
  • Demonstrates the necessary attitudes, knowledge and skills to effectively deliver culturally competent services and work effectively in culturally diverse environments with clients in crisis.
  • Knowledge of the types of housing available in the local communities we serve, including eligibility requirements and processes, costs, amenities, and services;
  • Working knowledge of landlord-tenant rights, protections, and responsibilities, and the ability to assess and provide information to participants on tenancy requirements;
  • Ability to assist participants in accessing the community resources they will need to secure and retain housing;
  • Familiarity with strategies that participants can use to prevent or resolve future housing crises;
  • Ability to assist households using a Housing First, strengths-based, equitable, and person-centered approach;
  • Skills related to negotiation, mediation, creative problem-solving, crisis prevention and de-escalation, trauma-informed care, and motivational interviewing;
  • Ability to work independently as well as with a team to achieve objectives and complete assignments, meet multiple deadlines or workload demands, to manage, organize, and prioritize many diverse and concurrent activities and responsibilities;
  • Flexibility when managing changing priorities and schedules without compromising the quality of outcomes, completion of tasks, while still upholding commitments;
  • Community engagement and outreach skills to build partnerships with landlords, housing providers, social service agencies, and other stakeholders;
  • Excellent oral and written English language skills;
  • Ability to maintain confidentiality;
  • Proficient with Microsoft Office products, including Outlook, Word, Excel, PowerPoint/Publisher to create case notes, letters, flyers, and calendaring.
  • Valid driver’s license by the time of hire with good driving record.
  • Must provide own vehicle for travel and must maintain current auto insurance. Mileage will be reimbursed according to the current IRS mileage rate.

Responsibilities

  • Work closely with the H&H Director and Assistant Director to monitor program performance and meet contractual benchmarks.
  • Support the development, implementation, and refinement of program policies and procedures.
  • Oversee Consolidated Homeless Grant and Coordinated Entry system and coordinate with community partners to enhance service integration.
  • Convene community partners in Columbia and Garfield Counties to ensure implementation and compliance with the 5-Year Homeless Housing Plan.
  • Monitor caseloads and staff work quality through regular review of case files, HMIS data, and reports to ensure timely submission of required program reports; provide guidance on corrections and improvements.
  • Identify trends, service gaps, and areas for program improvement.
  • Participate in community outreach and stakeholder meetings to promote program visibility and collaboration.
  • Work closely with the Director on budget oversight, billing review, and revenue maximization within program guidelines.
  • Assist in preparing and submitting grant applications, renewals, and reports.
  • Provide direct supervision, coaching, and professional development to Adult Services Case Managers and Housing Stability Case Managers.
  • Foster a strength-based, supportive, and innovative culture among staff to provide excellent client care and a responsive approach to address direct care and system level challenges.
  • Conduct regular one-on-one meetings and team meetings to communicate program requirements, monitor workload, review cases, and address challenges.
  • Assign client caseloads to staff, review and approve eligibility determinations, and ensure appropriate service plans are developed.
  • Ensure staff compliance with program guidelines, data entry standards, and service delivery expectations.
  • Regularly provides feedback and conducts annual performance evaluations; takes corrective action as needed in coordination with Program Director and HR.
  • Facilitate staff training on best practices in service provision.
  • Assist with recruitment, hiring, and onboarding of new case management staff.
  • Maintain a reduced caseload of up to 5 households to provide direct housing-focused case management. Caseload may increase if needed in consultation with the Program Director.
  • Conduct intake and needs assessment with households.
  • Develop and monitor Individualized Housing Stability Plans (IHSP) for assigned clients and identify specific actions and/or resources needed for successful stabilization of the household.
  • Provide trauma-informed, housing-first service, follow-up support and resource referrals according to case management standards to ensure housing stability and self-sufficiency.
  • Maintain case files in accordance with BMAC and Commerce program requirements. Document all client interactions and services in HMIS and CAP60 in a timely and accurate manner.
  • Ensure all referred clients are screened for eligibility and enrolled in accordance with program guidelines.
  • Serve as the primary outreach coordinator and point of contact for BMAC providers and community-based organizations.
  • Direct staff outreach efforts to identify, engage, and screen potential program participants.
  • Cultivate and maintain relationships with referral agencies, landlords, property managers, and other community partners to expand housing opportunities.
  • In coordination with the Outreach Committee, represent BMAC programs in community meetings, provider networks, and other collaborative initiatives.
  • Monitor and support staff participation in community events, information sessions, and service fairs to increase program visibility and referrals.
  • Coordinate with community partners to streamline referrals and strengthen service delivery in underserved areas.
