About The Position

The Arc Mercer is seeking an experienced Medical and Behavioral Administrator to lead and integrate the clinical operations of our Mental Health, Primary Care, Specialty Care, Behavioral Health, and Nursing programs. This senior leader will report directly to the COO and will be responsible for ensuring clinical quality, regulatory compliance, operational coordination, and performance outcomes across services supporting approximately 140 mental health patients and 120 residential healthcare patients.

Requirements

  • Bachelor's or Master's degree in Nursing, Behavioral Health, Healthcare Administration, Social Work, or a related clinical field.
  • 3+ years of clinical leadership experience in healthcare, behavioral health, long-term care, or a similar regulated environment.
  • Strong understanding of clinical operations, interdisciplinary care, and regulatory compliance.
  • Experience managing clinical quality metrics and performance improvement initiatives.
  • Background check, drug screening, physical exam, PPD test, and verification of an acceptable driving record.

Responsibilities

  • Oversee clinical quality, documentation, treatment planning, and service delivery for approximately 140 individuals in Residential and Day programs.
  • Lead behavioral clinicians, ensure fidelity to treatment models, and maintain compliance with behavioral health regulations.
  • Ensure timely access, communication, and follow-up with external PCPs.
  • Oversee referrals, scheduling, and continuity of care for dentistry, podiatry, neurology, cardiology, and other specialties.
  • Ensure nursing services (internal or contracted) meet clinical standards, documentation requirements, and patient needs.
  • Forecast clinical resource needs.
  • Align spending with organizational priorities.
  • Ensure cost-effective service delivery without compromising quality.
  • Support data-driven decision-making by integrating budget metrics with clinical quality and operational performance indicators.
  • Develop, track, and report clinical quality indicators, including: Patient outcomes, Safety metrics, Documentation accuracy, Timeliness of services.
  • Lead continuous improvement initiatives to elevate care standards and reduce adverse events.
  • Ensure compliance with: State and federal healthcare regulations, Behavioral health and mental health licensing requirements, Nursing and clinical practice standards, HIPAA and patient rights regulations.
  • Maintain readiness for audits, inspections, and accreditation reviews.
  • Partner with the COO to align clinical operations with organizational goals.
  • Standardize clinical workflows, protocols, and documentation practices.
  • Oversee incident review, root-cause analysis, and corrective action planning.
  • Collaborate with Residential, Day Program, and Behavioral Health leadership to ensure seamless service delivery.
  • Provide leadership, coaching, and supervision to clinical supervisors, nurses, behavioral clinicians, and interdisciplinary team members.
  • Foster a culture of accountability, collaboration, and professional growth.
