About The Position

Join the County of Elgin as an Administrator/Infection Prevention & Control at Bobier Villa! Bobier Villa is a 57-bed long-term care facility nestled in the community of Dutton in the Municipality of Dutton/Dunwich, just 20 minutes west of London, Ontario. Bobier Villa offers 24-hour nursing care, private and basic accommodation, sitting areas, expansive gardens, a large water feature, and gazebos. Whitelock Place serves as a gathering area for residents, family members and guests and hosts a wide variety of recreational and spiritual programs in a beautiful home-like setting. Reporting to the Director of Homes and Senior Services, the Administrator/IPAC is an integral member of the leadership team and is accountable for the provision of optimal resident services, continuous improvement activities along with the financial performance of the long-term care home. The Administrator/IPAC will ensure alignment with all relevant regulations and/or legislative requirements, organizational standards and strategic initiatives while driving a positive work culture. They delegate, supervise and assist staff in the effective and efficient operation of the Home. The Administrator/IPAC is responsible for establishing all programs within the Home.

Requirements

A post-secondary degree from a program that is a minimum of three years in duration or a post-secondary diploma in health or social services from a program that is a minimum of two years in length.
Current certification in Infection Control from the Certification Board of Infection Control and Epidemiology or working towards successful completion of the certification.
Demonstrated knowledge and understanding of IPAC best practices, IPAC concepts, risk assessment, outbreak management, infectious diseases, cleaning and disinfection, etc.
Seven (7) to Ten (10) years’ working experience in a managerial or supervisory capacity in the health or social services sector, preferably in a long-term care setting.
Must have successfully completed a program in long-term care home administration or management that is a minimum of one-hundred hours in duration of instruction time.
Sound knowledge of the Fixing Long-Term Care Homes Act 2021, Ontario Regulations 246/22.
Excellent leadership, oral and written communication skills and strong relationship building abilities are required.
Proficiency with Microsoft Office, Point Click Care and other computerized documentation systems.
Current Criminal Record Check with Vulnerable Sector Screening that is satisfactory to the County of Elgin.
Satisfactory 2-step Tuberculosis (TB) screening documentation.

Responsibilities

Ensure that all department employees contribute to a positive work culture and work in accordance with our organization's key competencies, vision, mission and core values.
Promotes a resident-centered care approach that engages residents, family members and employees to provide care that meets the individual needs of the residents.
Acts as an advocate for the residents and promotes the Resident Bill of Rights.
Provides prudent financial leadership by assisting and monitoring the department budgets. Takes appropriate action where variances are identified to bring expenditures in line within the budget.
Ensures effective and efficient procurement and supply control procedures within the department.
Ensure quality risk management activities are implemented and maintained.
Participate in the Health and Safety program in the home to maintain a safe environment.
Ensures compliance with organizational standards, the collective agreement, as applicable and all relevant regulations, and/or legislative requirements and strategic initiatives.
Acts in a leadership capacity to ensure that the department employees within the long-term care home foster positive customer service with all residents and family members in their day-to-day work.
Participate in multi-disciplinary care conferences, the strategic planning process and other meetings, as required.
Build positive relationships and liaisons with residents, family members, employees, Government representatives, Physicians, Unions, community agencies and other internal and external stakeholders as appropriate.
Provide direct care including but not limited to Safe Lifts and Transfers as needed.
Provide assistance with meals and feeding residents as needed.
Plans, coordinates, directs and monitors the effectiveness of all operational and quality improvement activities of the long-term care home, ensures those activities are aligned to the home's strategic plan and improves quality of care and services.
Direct management of all Departmental Managers and indirect management of all employees in the long-term care home.
Monitors occupancy on a regular basis and takes action to facilitate a minimum of 97% occupancy.
Monitors preferred accommodation to ensure maximum revenue from achievement of 60% preferred room accommodation.
Leads and supports initiatives to improve resident and employee satisfaction.
Ensures critical incidents are investigated, reported and appropriate follow-up is taken to resolve any identified concerns.
Responds promptly to address concerns of residents and family members, mediates appropriate responses to those concerns and implements action plans.
Ensures that all required committees are properly functioning.
Ensures an effective and efficient system for admissions and discharging of residents.
Plans, coordinates, directs and monitors the effectiveness of all infection prevention and control activities, ensures those activities are aligned to the home’s strategic plan and improves quality of care and services.
Ensures quality risk management activities, specifically infection control is implemented and maintained to reduce and control potential or actual risks to the safety, security and health of all individuals, and to the safety and security of the long-term care home, inclusive of outbreak management, investigations, IPAC risk assessments and audits.
Acts as the Infection Control Lead for the long-term care home, assist with the Occupational Health and Safety Program, specific to Infection Prevention and Control, the Resident and Employee Vaccination Programs and outbreak investigations.
Provides education, coaching and mentoring for the development of nursing staff.
Establishes and implements a clinical care program, specific to Infection and Prevention and Control to support the needs of all residents. Program to include establishing a functioning committee, recording metrics, benchmarking metrics to industry standards and implementing action plans to improve clinical program outcomes.
Coordinates the Tuberculosis Screening Protocol for residents, monitors the tracking of Cold Chain and orders vaccines as required.
Maintains an organized system of records management for IPAC.
Communicates with related Long-term care Health Agencies to promote coordination and/or planning long-term care services.
Maintains an organized system of records management, which includes collection, access, storage, retention and destruction of records, financial and trust accounts.
Plans, coordinates and participates in the On-Call Manager schedule.
Perform other duties as assigned.
