About The Position

Within a Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) area designated as a medium-sized organizational component, this role has the assigned responsibility for the overall administration of the planning, development and implementation of operational functions, or for the overall administration of a BHDDH program of substantially comparable complexity. The position works under the general direction of an administrative superior with wide latitude for initiative and independent judgment. The role plans, organizes, coordinates, and reviews the work of management, professional, technical, and other staff engaged in program activities. This position reports to the Chief Nursing Officer and will serve as a leader for the Center for Organizational and Professional Development at Eleanor Slater Hospital. Providing strategic leadership and daily operational oversight, this position will also serve as a clinical education leader and resource, supporting regulatory compliance, workforce development, competency management, organizational education, and learning initiatives.

Requirements

  • A thorough knowledge of the principles and practices employed in the administration of health care programs and services.
  • A thorough knowledge of the operations of the assigned program or services area and the ability to utilize this knowledge in promoting effective and efficient programs and services.
  • A thorough knowledge of trends and best practices in the program or services area and the ability to apply this knowledge to planning, coordinating, administering and evaluating the program.
  • A thorough knowledge of relevant laws, regulations, policies and procedures.
  • The ability to lead, supervise, direct, assign and evaluate the work of subordinates.
  • The ability to serve as an effective member of a leadership team.
  • The ability to provide leadership and coordination.
  • The ability to communicate effectively.
  • The ability to meet and conform to the requirements of an operational set of performance specifications.
  • Possession of a Master’s Degree in Public Administration, Management, Health Administration, or in the specifically assigned area of organizational or program responsibility.
  • Extensive employment in a management position (line/direct service or staff support) in a health care environment.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.

Nice To Haves

  • Experience in a hospital or healthcare setting, preferably in an administrative, leadership, education, quality, or organizational development role.
  • Demonstrated experience developing and delivering adult education, leading projects, committees, policy development, accreditation or regulatory initiatives, competency management, and use of Learning Management Systems.
  • Advanced clinical knowledge in nursing, medicine, social work, quality, patient safety, behavioral health, or a related healthcare discipline.
  • Must maintain sufficient clinical competency to provide instruction, competency validation, and operational backup for hospital education programs, regulatory surveys, and organizational initiatives.

Responsibilities

  • Assisting in the overall administration of the planning, development and implementation of operational functions, or assisting in the overall administration of a BHDDH program of substantially comparable complexity.
  • Serving as an effective member of the department, agency and program leadership team.
  • Applying innovative and emerging methods, technologies and management practices to the operation of the organization and/or program.
  • Directing analyses of programs, services, resources and costs and benefits to increase the efficiency and effectiveness of the program.
  • Developing short and long-term goals and objectives, management plans and operating plans and overseeing their implementation and evaluation.
  • Ensuring fiscal integrity and accountability within the program area.
  • Developing operating and capital budget plans, proposals and requests.
  • Consulting and conferring with intra and interagency representatives to assess and recommend changes in programs, services, goals and objectives.
  • Ensuring programs and services conform with federal, state and other regulations and requirements, and with the overall mission and goals of the department.
  • Encouraging professional and staff development activities within the program or services area.
  • Providing expert opinion, consultation and advice.
  • Coordinating programs and services with other BHDDH agencies, other state departments and agencies, municipal, federal and private agencies and parties.
  • Providing effective and informative reports; preparing communications and communicating regularly with departmental and program staff, and with others.
  • Representing the department in a variety of roles and settings.
  • Developing and maintaining appropriate and adequate information systems and producing reports as needed.
  • Meeting and conforming to the requirements of an operational set of performance specifications.
  • Managing and growing Organizational Development & Strategic Leadership, Continuing Professional Development, Education Governance, Learning Management System (LMS) Management, Clinical Education & Competency Management, Clinical Operations Support, Professional Development Policy & Regulatory Compliance, Professional Development Quality Improvement, Academic & Professional Partnerships, Subject Matter Expert Coordination, and General Departmental Administrative Responsibilities across all departments within the organization.
