About The Position

Serves as a Staff Manager in the Division of Bridges Capital Design and Construction unit. The Staff Manager reports directly to the Deputy Chief Engineer. The Staff Manager will handle all of the Procurement/Administrative functions for the unit including supervising an Administrative Manager performing related work. Oversee the purchases of office equipment, supplies and furniture for the unit. Oversee the procurement activities; coordinate and track PQL requests by consultants for technical qualification designation and oversee CSC committee member attendance. In addition, prepare and update the CDC vacancy report to include vacancies from retirements, resignations and track new hire appointments. Manage organizational charts, vacancies, personnel actions for East River Bridges, Movable Bridges, Roadway Bridges, Component Rehabilitation, BQE/Design Build units and submit monthly reports. Review IFA employees’ position numbers, org charts for discrepancies, and make changes, as necessary. Review DOT B report for accuracy and confirm employees are in the right budget code or work unit, prepare roster corrections if needed. Review, distribute, bi-weekly OT Cap Waiver Request. Liaise with unit Managers to prepare justifications and percentages for employees Overtime Cap Waiver request. Serve as the bureau’s hiring manager, create and submit job postings in SharePoint workflow to division HR for NYCAPs submittal. Assign roles and review resumes in Smart Recruiters. Provide ongoing training and support to Directors utilizing Smart Recruiter. Update the Org chart portal to include supervisor, office title, and site location changes. Track personnel actions using the PAR management system. Provide updates to Deputy Chief Engineer. Assist with providing additional justifications for personnel actions to OMB. Monitor and track paid overtime and comp time usage. Manage the Performance Evaluations, Probationary Evaluations Reports, Civil Service Memos, and absence control for 100+ employees. Prepare units’ application requests to recruit for Summer/College Internship Program. Assist the Deputy Chief Engineer and handle special projects as needed.

Requirements

  • Serving permanently in the title of Administrative Procurement Analyst (NM), or be reachable on the open-competitive list.
  • A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields.
  • Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described above.
  • Must have eighteen months of administrative, managerial, executive or supervisory experience.
