About The Position

OMB requires contractor support to assist multiple NOAA Fisheries offices (aka FMCs) with various administrative support functions. The Office of Management and Budget’s (OMB) mission is to support NOAA Fisheries programs in executing their responsibilities. MB coordinates national planning and development efforts, ensuring that the appropriate internal and external stakeholders are involved. MB provides guidance and direction to NOAA Fisheries in the areas of strategic planning, budget formulation and execution, performance management, enterprise risk management, safety and environmental compliance, facilities and asset management, security, loans, grant and acquisition management, internal controls and compliance, appeals freedom of information act, administrative inquiries and other administrative areas.

Requirements

  • Approximately 6 years of experience in the field or in a related area.
  • Requires a BS/BA degree (or equivalent)
  • Public Trust clearance required.
  • US citizenship may be a prerequisite for certain roles.

Responsibilities

  • Assist in the development and implementation of administrative policies and procedures for assigned areas of responsibility.
  • Review, analyze, and interpret organizational policies, directives, regulations, and administrative guidance.
  • Develop and recommend new or revised administrative policies and procedures to improve organizational effectiveness.
  • Provide guidance and administrative support to management on staffing, personnel management, travel, training, performance evaluations, awards, surveys, and special projects.
  • Monitor administrative programs and processes to ensure compliance with applicable regulations, policies, and organizational requirements.
  • Support the planning, coordination, and evaluation of employee training and development programs.
  • Utilize knowledge of organizational resource management systems and program objectives to support efficient and effective administrative operations.
  • Conduct research, analysis, and special studies to support management decision-making and organizational initiatives.
  • Identify administrative issues and recommend process improvements and solutions to management.
  • Coordinate with internal stakeholders to implement policies, procedures, and administrative programs across the organization.
