GRADE 15 LOCATION OF POSITION Clarence Mitchell Courthouse 100 North Charles Street Suite 508 Baltimore, MD 21202 POSITION DUTIES Administrative Officer III Supervisor is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. Employees in this classification are assigned administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements. Employees in this classification supervise professional and/or support staff. Provide Direction, guidance, and procedural advice to Pretrial Release Case Agents to establish schedules, assign daily work, and prioritize tasks; Conduct performance evaluations an recommend disciplinary action when necessary; Monitor attendance and approve leave; Participate in Staff meetings; Provide training to staff; Meet with staff, weekly, and as needed to ensure that the intake process is being conducted uniformly; Approve time-sheet entries in WorkDay; Counsel staff of job performance, as well as the Policies and Procedures to improve work product; Supervise the Agent that handles the FTR cases; Approve all requests for rescinds to the bench; Work with the manager to monitor and maintain the acceptable levels of FTRs; Oversee the Intake Interview Process, to include: access to and analyze all pertinent criminal histories that include, but is not limited to CJIS, MVA, OBCIS II, METERS, OCMS etc., for gathering and verifying background information on arrested individuals, review charging documents, perform risk assessment to determine level of supervision and or risk of flight; Ensures that the defendants reporting daily, in-person, are seen and intake conducted in a timely, as well as efficient manner; Provide direct overrides of Agents' assessment, as needed; Oversee the questionnaires and information that is obtained from the defendant; Oversee the needs assessment tool to facilitate the proper supervision of the defendant; Provide guidance and advice of how the needs (such as housing employment, education) can be addressed to allow the assignment to the Case Agent and the supervision can be beneficial; Assigned, as needed, the defendant to the appropriate Case Agent's Caseload; Assist with the direct Intake Process, as needed; Observation to include: Being attentive to ensure that investigators are conducting interviews in a clear, precise manner to ensure that the defendants understand the terms and conditions of their release etc., Being attentive to recognize and defuse conflicts in a professional manner, After conducting a verification--notifying the Sheriff's Office or others, Appreciate Law Enforcement when Agents reveal and notice a defendant has an open warrant, Ensure that this is being performed in the least disruptive manner for the staff and others present; Recommendations to the Manager to include: Changes to the Policies and Procedures that would enhance operations, Level I/Level II reprimands, as well as discuss training needs; Provision of Reports to include: Ensure that the daily (and other statistical reports) are submitted by the staff; Ensure subordinate number and reports are correct and accurate; Create and maintain reports, as required; Supervision and Organization of Lab Process to include: Monitor inventory of reagents and other lab supplies, Monitor proper collection process and storage supplies, Maintain report results, Provide oversight to all subordinate who have been trained regarding the collection and recording process; Administrative Supervision to include: Monitor the defendants on this level of supervision; Other Duties to include: Assist with the operation of the Case Management Section (as needed or directed), Supervise an individual case load (if needed) and Perform other duties as required.
