You must apply by 11:59 PM prior to the posted closing date. “Internal Posting-Only temporary or permanent NC State Government Employees or layoff candidates with the State of North Carolina eligible for RIF priority reemployment consideration as described by GS 126May Apply” This Administrative Officer III position will be the main point of contact for HR and staff related activity for the NCDOT Office of Economic Opportunity and Compliance. The EOC Administrative Officer III will review EOC staff and management needs, establish goals for delivery of staff development, staff performance, staff morale, staff activities and other EOC needs. The position will design, develop and plan all services delivered within its purview including implementation and evaluation of the programs established. The position will analyze needs and establish goals for the EOC and consult with management on the plan to attain the measurable goals. This position will consult on or handle all EOC staff, hiring, staff development and performance related functions such as processing posting and hiring of positions, preparing personnel transactions within the HR system, completing necessary HR forms (HR action forms etc.), coordinating new employee onboarding and orientation and training. This position will analyze and resolve staff and management requests and needs by reviewing the requests, analyzing overall needs of the office and determining the best course of action. This position will advise EOC management on writing job descriptions, writing job postings as well as other pertinent staff related materials. The person in this role will ensure that data and records are maintained according to policy and will prepare the training needed for management and staff of the EOC. The position reports to the EOC Assistant Director. This position will maintain confidential employee records.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and four years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.

Nice To Haves

  • Experience in working independently in carrying out oral and written instructions.
  • Strong working knowledge of state human resources programs
  • Working knowledge of a state Human Resources Information system such as Fiori/BEACON
  • Experience composing and dissemination written communications using MS Word and email
  • Documented experience in developing and conducting training for staff on a variety of topics

Responsibilities
