About The Position

The Aging and Disability Services Division (ADSD) within the Arlington County Department of Human Services (DHS) is seeking an experienced ADSD Administrative Officer. This position is an innovative and results-driven leader with exceptional business acumen and a proven ability to collaborate effectively with internal teams and external partners. ADSD delivers a diverse menu of services that empower and engage older adults and individuals with disabilities to lead meaningful lives with choice and access to comprehensive care coordination, clinical and case management services, and community-based supports. Managing a division budget exceeding $30 million with multiple revenue streams, this role provides strategic direction, operational oversight, and financial leadership to ensure efficient and impactful service delivery. As a key member of the senior leadership team, the Administrative Officer plays a critical role in fiscal stewardship and resource allocation, supporting a range of administrative functions that promote a sustainable model of care for older adults and persons with disabilities. Areas of responsibility within ADSD for this position include: Budget development, operational management, and financial analysis Compliance and regulatory management across local, state and federal systems Oversight of Technology and system requirements for Division Recruitment Management Direct supervision of three positions including a Management and Budget Specialist; Contracts Manager; and an Accounting Technician II Responsibilities Specific Duties include: Formulating the budget and overseeing financial management and procurement processes to ensure compliance with local, state and federal requirements; Tracking expenditures and evaluating business processes to ensure revenue maximization; Performing the full range of supervisory duties through direct or indirect supervision; Coordinating all contract and grants management and administration to ensure effective services are in place; Maintaining and implementing policies, procedures, and systems for budget and finance operations Drafting and submitting County Board Reports on behalf of the division for activities requiring County Board action for funding and/or personnel appropriations as well as policy changes; Writing, editing, and finalizing reports and presentations to present findings and recommendations to division and department leadership, other county departments, boards, commissions and/or the public; Participating fully in the Division's Senior Leadership Team by providing input and evaluation of operations, policy needs, human resources, and budget analysis for both short-term and long-range planning; and Facilitating strong partnerships with DHS stakeholders including agency leadership, direct service staff, and service providers who support the ADSD continuum of care. The ideal candidate for this position will have the following: Professional financial management experience; Skilled systems thinker ability to offer innovative ideas and solutions, developing in-depth financial and programmatic analysis and forecasting; Experience serving as a special project coordinator for recurring and one-time departmental and county wide initiatives; Ability to thrive in a fast-paced setting with competing demands, fixed deadlines and a broad scope of responsibility; and Initiative, innovation, accuracy, accountability, critical thinking, flexibility and interpersonal effectiveness to commit to public service, agency mission, and advancement of racial and social equity. Requirements

  • Bachelor’s degree in Finance, Public/Business Administration, Accounting or a related field
  • Significant and progressively responsible program administration and or management which has included responsibility for budget development and analysis, fiscal tracking and or reconciliation of accounts as well as responsibility for at least one other administrative function such as human resources, procurement, management analysis, program planning, performance measurement and/or grants management
  • Professional financial management experience
  • Skilled systems thinker ability to offer innovative ideas and solutions, developing in-depth financial and programmatic analysis and forecasting
  • Experience serving as a special project coordinator for recurring and one-time departmental and county wide initiatives
  • Ability to thrive in a fast-paced setting with competing demands, fixed deadlines and a broad scope of responsibility

Nice To Haves

  • Proven experience in public sector budget and finance, program management and evaluation, information technology, human resources management and government procurement
  • Local government program experience which has involved the use of and accountability for State and Federal funds
  • Master’s degree in Public/Business Administration
