About The Position

The Facilities Management Division Chief provides strategic direction, leadership, and operational oversight for real property, infrastructure, and facility support operations across Goddard’s portfolio. The role directs programs covering building operations, maintenance and repairs, capital improvements, space allocation, energy management, and contract administration to support safe, secure, efficient, and sustainable working environments. The position formulates long-range strategic and capital asset plans, implements real property and facility modernization policies, directs daily infrastructure operations and maintenance, and oversees major renovation, alteration, and new construction projects through commissioning and occupancy. It ensures facility compliance with applicable codes and safety standards, leads sustainability and energy initiatives, manages a multidisciplinary workforce and division resources, and provides technical oversight of facilities-related contracts.

Requirements

One year of directly related specialized experience equivalent to the GS-14 level.
Experience directing, coordinating, and managing full-lifecycle facility operations, maintenance, and engineering services for a large-scale, multi-facility, or high-complexity campus environment.
Experience leading multi-phase capital improvement and infrastructure renewal projects, including scope development, design review, cost estimating, and project closeout.
Experience developing, defending, and executing complex annual operating and capital budgets.
Must meet qualification requirements by the announcement closing date.
Must be a U.S. citizen, national, or owe allegiance to the United States.

Responsibilities

Formulate long-range strategic plans and capital asset plans, and implement policies for real property management, facility modernization, and infrastructure lifecycle maintenance.
Direct daily operations, preventive maintenance, and emergency repair of physical infrastructure.
Oversee major renovation, alteration, and new construction projects from programming and design through commissioning and occupancy.
Ensure facilities comply with federal, state, and local building codes, ADA standards, OSHA regulations, and fire/life safety standards.
Direct sustainability and energy-efficiency initiatives, including carbon-footprint reduction, renewable energy integration, and waste-diversion programs.
Lead, mentor, and evaluate a multidisciplinary team of facility managers, engineers, skilled-trades supervisors, safety specialists, and administrative personnel.
Allocate resources, track expenditures, and ensure fiscal accountability across division activities.
Provide technical oversight for Contracting Officer’s Representatives; develop statements of work and technical evaluation criteria for facilities services, construction contracts, and architectural/engineering agreements; and ensure contract compliance.
