About The Position

The position allocated to this classification is responsible for work related to the coordination and supervision of administrative functions within a department or division as part of the management team. This position has supervisory authority over clerical/support staff, and functions with a wide degree of latitude in decision making to achieve cost-effective administrative management.

Requirements

  • Bachelor’s degree from an accredited college or university in Business or Public Administration, Management Information Systems, Accounting or closely related field.
  • Additional experience may be substituted on a year for year basis for the educational requirement.
  • Three (3) years of administrative experience.
  • Must be a citizen of the United States of America or a lawful permanent resident who can read and write the English language.
  • Possession of a valid Driver's License at time of hire and for the duration of employment.
  • Knowledge of use of proper grammar, spelling and punctuation.
  • Knowledge of effective customer services techniques.
  • Knowledge of laws of and established practices common to the responsibilities of the division to which assigned.
  • Knowledge of pertinent federal, state and county laws and regulations pertaining to accountability of funds.
  • Knowledge of principles of effective supervision.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining effective working relationships at all organizational levels and with the general public.
  • Skilled in use of standard office equipment, personal computers and related software.
  • Ability to effectively handle multiple tasks.
  • Ability to resolve complex problems and/or complaints.
  • Ability to exercise initiative and judgment, and make decisions within the scope of assigned authority.
  • Ability to devise and evaluate accounting methods and procedures.
  • Ability to devise and write meaningful narrative and accounting reports, formulate clear and concise reports pertaining to budget and personnel.
  • Ability to keyboard at occupational levels of speed and accuracy.

Responsibilities

  • Maintains office services by organizing office operations and procedures; preparing payroll; controlling correspondence; designing filing systems; reviewing and approving supply requisitions; assigning and monitoring clerical functions.
  • Provides historical reference by defining procedures for retention, protection, retrieval, transfer, and disposal of records.
  • Maintains office efficiency by planning and implementing office systems, layouts, and equipment procurement.
  • Designs and implements office policies by establishing standards and procedures; measuring results against standards; making necessary adjustments.
  • Completes operational requirements by scheduling and assigning employees; and following up on work results.
  • Keeps management informed by reviewing and analyzing special reports; summarizing information; identifying trends.
  • Maintains office staff by recruiting, selecting, orienting, and training employees.
  • Maintains office staff job results by coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Achieves financial objectives by preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
  • Contributes to team effort by accomplishing related results as needed.
  • Supervises day to day operations in assigned division; oversees and /or performs related activities such as tracking expenditures, tracking division budget balances and providing financial reports to management; ordering materials and supplies; maintaining attendance records, approval of payroll, maintenance and retention of files, creation of forms and documents.
  • Provides individual direction, consultation and assistance to various technical and clerical support units.
  • Prepares various periodic and/or special division fiscal reports, letters, etc., in support of budget proposals.
  • Maintains division personnel systems and records.
  • Participates in County staff meetings regarding personnel systems.
  • Represents the department at meetings and functions with other County departments and elected officials.
  • Explains, justifies and defends programs, policies and activities, negotiates and resolves sensitive, significant and controversial issues.
  • Develops and maintains systems and/or procedures related to administrative services as required.
  • Designs various programs for computer spreadsheets to facilitate the preparation of accurate up-to-date reports.
  • Supervises clerical and professional personnel, including supervisors; prioritizes, assigns and monitors work; evaluates performance, ensures resources are available for operations and provides staff training and cross training.
  • Implements and ensures compliance with Agency and County policy and procedures.
  • Manages department records in accordance with RCWs and WACs.
  • Performs other related duties as required/assigned.
