About The Position

The LA County Board of Supervisors has ratified a Proclamation of Local Emergency due to windstorms and wildfires. The Internal Services Department (ISD) is seeking qualified individuals to assist the County in mobilizing resources and support for residents affected by this natural disaster. This position is part of an emergency hiring initiative, with an initial period of up to 90 days, offering an opportunity for permanent County employment based on performance assessment. The role involves planning, organizing, directing, and evaluating ISD's operational readiness, disaster services, emergency management, and continuity programs to enhance the department's ability to handle operational disruptions and County emergencies.

Requirements

  • Four years of experience involving the investigation, analysis, and resolution of complex administrative, operational, strategic planning, organizational improvement, governmental, or similar problems, including experience managing, coordinating, or providing direction for a section, program, project, or staff.
  • Two years of the experience must have been in incident response or related field, involving the assessment of risk and operational impact or the evaluation and development of action plans, communication strategies, and/or response and continuity planning.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed.

Nice To Haves

  • Experience managing or coordinating emergency management, operational readiness, continuity of operations, or incident-response programs in a large public-sector or similarly complex organization.
  • Experience developing, implementing, or evaluating continuity plans, emergency exercises, after-action reviews, and corrective-action plans.
  • Experience coordinating multi-unit or multi-agency activities during significant incidents, emergencies, or operational disruptions.
  • Experience preparing and presenting executive-level briefings, situation reports, risk assessments, and operational recommendations.

Responsibilities

  • Plans, organizes, directs, and evaluates ISD's enterprise operational readiness, disaster services, emergency management, and continuity programs and strategies.
  • Supervises and provides direction to assigned staff responsible for operational readiness, continuity planning, emergency preparedness, and related activities.
  • Provides management oversight during significant operational incidents by directing departmental coordination activities, assessing operational impacts, and supporting executive decision-making.
  • Directs the Department's Continuity of Operations Program (COOP), including identification of mission-essential functions and continuity/recovery planning.
  • Advises departmental leadership on emergency preparedness, continuity, operational risks, and incident response.
  • Establishes and maintains collaborative partnerships across ISD service areas and with appropriate County departments and external agencies.
  • Directs and evaluates emergency exercises, simulations, and readiness activities; leads after-action reviews; and directs implementation of corrective actions.
  • Evaluates the efficiency and effectiveness of disaster services and operational readiness programs and recommends changes.
