About The Position

By joining the Division of Water, Program Planning and Support Branch an Administrative Branch Manager in Franklin County, you will have the opportunity to provide leadership and coordination for division-wide planning, performance management, and administrative support functions. This role develops standardized processes, tracks program outcomes and ensures alignment with regulatory requirements and funding priorities.

Requirements

  • Strong leadership and supervisory experience, with the ability to manage teams, set priorities, and drive results
  • Experience in program or project management, particularly in complex, multi-stakeholder environments
  • Financial and grant management experience, especially with federal funding programs
  • Extensive experience with eMARS and a strong understanding of state procurement policies and procedures including contracting, purchasing, and financial tracking requirements
  • Proficiency in tools and systems such as data dashboards, reporting software, and project management platforms
  • Graduate of a college or university with a bachelor's degree.
  • Five years of professional administrative experience.
  • A master's degree in public or business administration or a related field will substitute for one year of the required experience.
  • Additional administrative, business or research experience will substitute for the required education on a year-for-year basis.

Responsibilities

  • Oversees the supervision and implementation of all staff and programs within the Division of Water's Program Planning and Support Branch to ensure economical and efficient operations.
  • Develop and implement standard operating procedures (SOPs) and workflows to improve consistency and efficiency across programs
  • Oversee program performance tracking and reporting, including dashboards and briefings for leadership
  • Manage and support federal and state funding tracking, including IIJA-related programs, to ensure compliance and accountability
  • Provide oversight for process improvement initiatives, identifying inefficiencies and implementing solutions
