About The Position

The City of West Sacramento is seeking a highly organized and analytical professional to support the administration and operation of the City's Water Distribution and Wastewater Collection Divisions. The Administrative Analyst I/II/Senior provides administrative, analytical, regulatory, and program support for critical public infrastructure services. This position is responsible for collecting, analyzing, managing, and reporting operational data; coordinating regulatory compliance activities; preparing and submitting state and federal reports; supporting budget development and monitoring; assisting with contracts and purchasing activities; maintaining asset management records; and assisting with capital improvement and operational projects. The position serves as a liaison between field operations staff, regulatory agencies, contractors, consultants, and other City departments. The ideal candidate will possess strong analytical abilities, exceptional attention to detail, and experience working with regulatory reporting requirements, databases, spreadsheets, and asset management systems. Successful candidates will demonstrate the ability to manage multiple priorities and communicate effectively with both technical and non-technical audiences. This position plays a critical role in ensuring regulatory compliance, supporting utility operations, maintaining accurate records, and providing data-driven decision-making support for the City's water distribution and wastewater systems.

  • Experience collecting, validating, analyzing, and interpreting operational, financial, or compliance-related data.
  • Advanced proficiency with Microsoft Excel, including data analysis, formulas, reporting dashboards, and database management.
  • Experience utilizing computerized maintenance management systems (CMMS), GIS systems, and asset management software.
  • Experience preparing technical reports, staff reports, grant applications, or compliance documentation.
  • Experience monitoring budgets, processing invoices, managing contracts, and tracking expenditures.
  • Knowledge of utility operations, public works infrastructure, environmental regulations, or municipal government operations.
  • Strong written communication skills with demonstrated experience preparing complex reports and regulatory submissions.
  • Sixty (60) college semester units (for Administrative Analyst I)
  • Two (2) years of full-time experience in a private or public agency in the area of general administration, program promotion, or high level clerical (for Administrative Analyst I)
  • A Bachelor's Degree may be substituted for the entire experience requirement (for Administrative Analyst I)
  • A Bachelor's degree from an accredited college or university with major coursework in public administration, business administration or related field (for Administrative Analyst II and Senior Analyst)
  • Four (4) years of full time increasingly responsible administrative and analytical experience in a private or public agency (for Administrative Analyst II)
  • An additional two (2) years of experience equivalent to that of an Administrative Analyst I may be substituted for each sixty (60) units of the educational requirement (for Administrative Analyst II)
  • Six (6) years of full time increasingly responsible administrative and analytical experience in a private or public agency (for Senior Analyst)
  • A graduate degree may be substituted for two (2) years of the required experience (for Senior Analyst)

  • Administers, coordinates, and promotes the activities or special programs unique to the department assigned.
  • Prepares purchase orders and track department and/or program expenditures.
  • Assists with budget preparation and monitoring.
