About The Position

This is an internal job posting for former Multnomah County employees on an active recall list. As an ADA Accommodation Lead and Subject Matter Expert (SME), you will be the primary authority on Americans with Disabilities Act (ADA) policy interpretation, consultation, and interactive process administration for the County. In this role, you will plan, prioritize, and guide countywide ADA initiatives, resolve complex accommodation scenarios (including potential undue hardship and reassignment), and partner closely with HR staff, department leadership, legal counsel, and labor relations. This Limited Duration ADA Accommodations Senior Analyst (Human Resources Analyst Senior) assignment will be part of the County Central Human Resources, working within the Benefits Office on the new ADA Team. A limited duration assignment can last up to two years but can end at any time. The position is designated as "hybrid telework," requiring work both remotely and in person at the Multnomah Building in Portland, Oregon. Employees must reside in Oregon or Washington.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Industrial/Organizational Psychology, or related field OR 4 Years of relevant work experience.
  • 3 years of dedicated experience administering ADA accommodation programs, managing complex interactive processes, and/or developing disability policy.

Nice To Haves

  • Experience in Human Resources or the ADA process within the public sector or within a unionized environment.
  • ADAC (ADA Coordinator Certification), SHRM-CP/SCP, or PHR/SPHR preferred.

Responsibilities

  • Develop countywide ADA guidelines, policies, and procedures in alignment with state and federal regulations; consult with legal experts and monitor legislative changes to keep County practices compliant and progressive.
  • Serve as the central SME providing expert guidance on ADA policy interpretation, personnel rules, collective bargaining agreements, and state/federal laws to HR staff, managers, supervisors, and employees.
  • Act as the escalation point for complex, sensitive ADA matters, specifically focusing on cases involving potential undue hardship or non-standard reassignments.
  • Design, deliver, and evaluate countywide ADA training programs and internal communications to build awareness, improve compliance, and drive best practices.
  • Conduct interactive accommodation interviews, determine courses of action, and guide HR Analysts handling individual accommodation requests.
  • Build collaborative partnerships with IT, Risk Management, Labor Relations, Legal, Leave Administrators, and Benefits teams to ensure seamless accommodation support.
  • Leverage programs such as The Standard Workplace Possibilities and state Stay-at-Work initiatives for ergonomic and equipment needs.
  • Organize and guide personalized interactive meetings involving employees, supervisors, and HR professionals to address complex accommodation needs.
  • Investigate and analyze complex accommodation concerns, research discrepancies, and prepare detailed analytical reports.
  • Produce specialized reports for public records requests, Labor Relations, the County Attorney, County Commissioners, Central HR, and Workday Support teams.
  • Regularly evaluate program effectiveness and revise training, guidelines, and processes to achieve desired countywide outcomes.
