About The Position

Chenega Services and Federal Solutions, LLC (CSFS) is seeking an Acquisition Support Specialist III to support the Food and Drug Administration’s (FDA) Office of the Commissioner Strategic Initiative Programs. The Acquisition Support Specialist III will provide procurement advisory and assistance services to the Sentinel 3.0 program team by developing procurement work products for the program team's review before submission to FDA Office of Acquisitions and Grants Services (OAGS). The FDA Sentinel Initiative is a national electronic system used to monitor the safety of approved medical products—such as drugs, vaccines, and medical devices—after they reach the market. Requirements

Bachelor’s Degree in related field of study
Minimum of 13 years’ experience direct relatable Federal Acquisition role
Knowledge of federal acquisition methods and techniques
Experience and expertise to independently perform the tasks in section 4 above, as reflected in the following required knowledge, skills and abilities:

Professional personal computer skills, to include but not limited to, skills in operating Microsoft Office software, with emphasis on Word, Excel, Power Point, and Outlook as well as SharePoint.
Skills in managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices.
All positions require excellent interpersonal and communication skills (both oral and written).
Skills including, but not limited to, the areas of: Performing advanced business analysis using various techniques (e.g., statistical analysis, explanatory and predictive modeling}.
Determining best practices and developing actionable insights and recommendations for the current business operations or issues.
Data analysis - creating reports based on findings and/or comparison with previous data, project/plan design, development of SOP's and testing and/or implementation of new systems and/or software.
Ability and desire to read/research to obtain knowledge of purchasing/contracting methods and techniques including small purchasing techniques, complex federal acquisition, research and interpretation of laws, regulations, and policies and procedures.
Ability to apply the skills learned above to perform pre-award, post-award procurement actions and aspects of contract administration on Government contracts
Excellent communication and writing skills.
Computing skills including ability to use Microsoft Office suite.
Knowledge of the FDA and HHS acquisition process.

Responsibilities

Works closely with senior analysts and subject matter experts (SMEs), including Contracting Officer's Representatives (CORs), Program Managers, and program offices, to develop requirements and create, collaborate on, and/or review acquisition documentation such as Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), Interagency Agreements (IAAs), Independent Government Cost Estimates (IGCEs), solicitation packages, and evaluation plans for acquisition planning and execution across all applicable acquisition vehicle types, including standalone contracts, Blanket Purchase Agreements (BPAs), and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts using both single-award and multiple-award structures.
Assists in the development of Acquisition Plans and acquisition strategies, including vehicle selection, award structure determination, and risk mitigation approaches.
Reviews acquisition packages prior to submission to the Acquisition Office and assists in the review of existing contracts to determine compliance with applicable laws, regulations, and policies.
Trains staff on current procurement laws, regulations, and policies.
When appropriate, may be tasked — via the COR or authorized FDA staff to provide clarification documentation to the acquisition office as part of liaison duties.
As required, assists in the performance of market research and trend analysis as they apply to the program, with guidance from the lead analyst.
Assists with the development of source selection evaluation criteria and end-to-end proposal evaluation support, including evaluation process oversight, meeting facilitation, documentation, and coordination of evaluation activities in compliance with FAR requirements.
Coordinates and works with technical experts and the contracting office to ensure project milestones are reflected in contractual documents and project plans.
Supports lifecycle acquisition coordination from planning through post-award administration and closeout, including schedule management, risk tracking, stakeholder coordination, transition planning, and performance monitoring.
As required, assists in the development of IGCEs and is responsible for assisting with the planning, preparation, and maintenance of current acquisition plans and overall program office acquisition administration functions, including control and tracking.
Assists with the development of task order and call order documentation and BPA/IDIQ establishment documentation, including ordering procedures, scope, ceiling values, and fair opportunity procedures.
As needed, conducts contract portfolio analysis to provide recommendations for improving acquisition approaches and assists customers with maximizing taxpayer dollars.
Ensures compliance with Organizational Conflict of Interest (OCI) requirements and applicable FAR, HHS, and FDA policies throughout all acquisition activities.
