About The Position

Emerge Solutions Group, LLC is recruiting an Acquisition Specialist to support the Strategic Sourcing Project Management Office (SSPMO) within the U.S. Department of Health and Human Services (HHS). SSPMO provides centralized acquisition support, category management, and strategic sourcing expertise to advance Department-wide procurement objectives. This position will support acquisition planning, market research, acquisition documentation, stakeholder coordination, and reporting to help HHS develop acquisition-ready packages and improve procurement efficiency.

Requirements

  • Bachelor’s Degree
  • 3+ years of relevant Federal acquisition/procurement support experience
  • Demonstrated knowledge of procurement policies, contracting methods, industry practices, cost relationships, and contract types.
  • Experience supporting requirements development, market research, acquisition planning and documentation, source selection, contract administration, and closeout.
  • Knowledge of FAR clauses and applicability, required contract documentation, federal supply service orders, and delivery and task orders under indefinite-delivery/indefinite-quantity contracts.
  • Ability to support Independent Government Cost Estimates (IGCEs), acquisition tracking, document reviews, stakeholder coordination, and reporting.
  • U.S. citizenship or foreign national status with a work permit and U.S. residency for at least 3 years.
  • Ability to obtain a favorably adjudicated Public Trust determination before beginning work.

Responsibilities

  • Provide expertise and guidance for federal acquisitions in areas of specialized knowledge.
  • Assist clients in developing statements of work, statements of objectives, performance work statements, and procurement strategies.
  • Develop evaluation plans, pricing methodologies, and major administrative plans.
  • Develop and recommend streamlining initiatives using innovative techniques, where appropriate, to improve procurement operations and customer service.
  • Prepare draft protest and termination case documents for review and approval by the Contracting Officer.
  • Coordinate and manage the preparation of analyses and evaluations.
  • Provide recommendations for implementation of programs and system specifications in business process reengineering; workflow and process automation; process improvement; quality control and management; information systems architecture; automation; communications protocols; risk management and electronic analysis; software; life cycle management; development methodologies; and modeling and simulation projects.
  • Conduct market research to support acquisition planning and procurement decisions.
  • Support the development and review of acquisition requirements, plans, and documentation.
  • Assist with preparation of Independent Government Cost Estimates (IGCEs).
  • Track acquisition actions, coordinate with stakeholders, and prepare status reports based on Government-established priorities.
  • Maintain acquisition templates, guides, artifacts, market intelligence, and lessons learned using established naming conventions, version control, review cycles, and archival practices.
  • Support stakeholder adoption through communications, training, job aids, and feedback.
  • Recommend process improvements based on performance data, customer feedback, market developments, and lessons learned.
