About The Position

Appalachian Field Service (AFS) is seeking Acquisition Representatives (Junior and Senior level) to support an electric utility client’s CES/Centralized Engineering Services (CES) projects throughout Georgia, with primary support anticipated in the Metro Atlanta / North Georgia region. Positions will primarily operate in a field and remote-based environment with periodic in-person meetings as project needs require. These positions will support electric distribution relocation and infrastructure improvement projects associated with Georgia DOT and local roadway improvement initiatives. This role focuses on acquiring easements and related property rights necessary to support utility relocations impacted by state and local transportation projects. The ideal candidate will be self-motivated, professional, articulate, and detail-oriented, with strong organizational, communication, and data management skills. Successful candidates must be capable of managing multiple active parcels and meeting aggressive project schedules associated with transportation improvement timelines. Candidates must be comfortable working independently while maintaining consistent coordination with engineers, project managers, landowners, and internal stakeholders.

Requirements

  • Works independently to complete acquisition tasks (Senior).
  • Conducts land rights acquisition, including reviewing ownership records, valuations, and construction plans (Senior).
  • Leads complex negotiations with property owners to meet project land rights objectives (Senior).
  • Resolves property owner concerns and disputes in a professional manner (Senior).
  • Documents title-related activities, including curative items, with accuracy and consistency (Senior).
  • Prepares and reviews acquisition offer documents with precision (Senior).
  • Creates accurate Exhibit A drawings as needed (Senior).
  • Must have a current Georgia Notary (Senior).
  • Strong understanding of Georgia real estate law and eminent domain (Senior).
  • Ability to interpret construction plans, maps, and real property descriptions (Senior).
  • Experience determining appropriate easements and property rights (Senior).
  • Proficiency in Microsoft Office and applicable mapping software (Senior).
  • Must be proficient in English (spoken and written communication) with excellent grammatical skills; bilingual in Spanish is beneficial (Senior).
  • Must currently own or be willing to obtain a Windows-based laptop for work-related duties, as other systems are not compatible with AFS or client-required programs (Senior).

Responsibilities

  • Research property ownership, including locating and documenting vesting deeds, analyzing title reports, probate documentation, and running title forward to confirm current ownership.
  • Create, maintain, and update parcel information within the client’s designated Land Information Management System (LIMS).
  • Establish and maintain professional communication with property owners while respecting preferred communication methods and schedules.
  • Represent the client professionally in all landowner and public interactions.
  • Negotiate easements and other property rights in good faith utilizing approved client templates, acquisition procedures, and financial parameters.
  • Coordinate closely with CES Engineers and project stakeholders regarding project schedules, due dates, design changes, and acquisition status updates.
  • Promptly notify client representatives of property owner concerns, title issues, public relations concerns, or other project risks.
  • Report all parcel activity, status updates, and communication notes within the client’s designated system (LIMS) within 24 hours.
  • Ensure proper execution of easement and property rights documents in compliance with Georgia law and notarial requirements.
  • Submit payment requests and obtain W-9 documentation as required.
  • Upload and maintain complete parcel documentation within the client system, including: Vesting deeds, title reports, property plats, tax cards, verified contact information, Secretary of State documentation, probate documents, appraisals, and Exhibit A or Parcel Maps (as applicable).
  • Daily communication notes.
  • Properly executed easement or property rights documents within 24 hours of execution.
  • Review and interpret DOT roadway plans, utility relocation drawings, construction prints, and easement exhibits to support acquisition activities.
  • Assist with preparation and review of Exhibit A drawings and acquisition exhibits as needed.
  • Participate in in-person meetings, field visits, landowner meetings, and document execution activities as required.
  • Maintain accurate project documentation, status tracking, and document closeout procedures.
  • Travel as necessary to support project assignments throughout Georgia.
