Responsibilities include preparing for and participating in contract negotiations, adhering to government regulatory guidance, and allocating/controlling contract budgets. The role also entails formal risk identification, assessment, monitoring, and mitigation, as well as developing and implementing corrective action plans when deviations occur. Variance analysis of schedule and cost, including earned value management, is a key function. The position requires working with contracts administration on contract requirements, changes, and interpretations, and ensuring compliance with regulations like the Federal Acquisition Regulations. Leadership of the program team, effective inventory management, management of Internal Research and Development projects, and timely program closeout are also critical. The role involves understanding and developing leading vs. lagging indicators, program corrective action strategies, principles of program planning (e.g., Bill of Materials, Basis of Estimate), lean and process improvement principles (e.g., Lean Six Sigma), and cash flow management principles. Additionally, the role requires supporting and defending the organization's mission, values, and culture, and potentially fulfilling other contract or acquisition-related duties.
