About The Position

The City of Pearland, TX is seeking to hire a full-time Acquisition Manager to lead and improve aspects of the day-to-day operations of our Engineering and Public Works department within our Capital Projects division. This role is for a results-driven, service-oriented individual who can excel in a fast-paced, customer-facing environment. The Acquisition Manager earns a competitive salary of $79,029.74 - $100,762.92/per year based on experience and qualifications. Requirements

  • Requires a Bachelor's Degree in business, real estate or closely related field.
  • Requires four years real estate or closely related experience.
  • Texas Real Estate License
  • Senior Right of Way Professional Designation (SR/WA)

Responsibilities

  • Oversee the day-to-day operations of real estate services and management of real property and consultants including but not limited to land acquisition agents, appraisers, surveyors and legal counsel.
  • Ensure all activities (property acquisition, land management, eminent domain/condemnations, Uniform Act, appraisals, surveys) are carried out in compliance with departmental policy, local, state and federal regulations and laws governing activities.
  • Perform activities related to City real estate and capital programs including land acquisition and disposition, lease negotiations, relocation and condemnation.
  • Work with all City Department levels relative to all City real property transaction and planning functions.
  • Perform or monitor negotiations; approve settlement payments for fee appraisers, title companies, fee attorneys, and contract right-of-way, environmental consultants.
  • Perform review of right of way plans, utility adjustment plans and cost estimates, maps, surveys, field notes, property descriptions, appraisal reports, titles, deeds, legal and curative documents.
  • Review and process real property and/or relocation payment check requests; manage surveying, demolition, appraisals contracts.
  • Develop City-wide policies, procedures, standards, objectives, schedules, and priorities for section operations that include right-of-way plans, descriptions and titles, appraisals, negotiations, property management and enhancements.
  • Implement and interpret departmental policies and procedures as it relates to right of way negotiations, relocation, appraisals, utilities, acquisition.
  • Establish liaison with and manage activities between the department, general counsel, state/local agencies and appropriate courts, utility companies, pipelines, and other entities having an interest in the property.
  • Consult and advise administrative staff, general counsel and other department staff concerning litigation pertaining to real property matters.
  • Meet with property owners and/or other entities to negotiate real property acquisition.
  • Review plans for assigned projects; acquire, write, and maintain legal documents pertaining to agreements and easements required for project completion.
  • Develop and execute project schedule to accomplish work; direct and evaluate consultants and contractors relative to all City real property transactions, if required.
  • Attend pre-development and development review meetings to provide information on how development projects may be affected by the City's capital projects and the easement/right-of-way requirements of City projects as required.
  • Review plats to ensure that the property needs of projects are addressed in the platting process.
  • Assist in development of department's position during litigation and act as an expert witness in court proceedings.
  • Recommend strategies designed to support and enhance the City's real estate activities; conduct analyses and prepare technical reports regarding appraisals, negotiations, relocation assistance and property disposition functions.
