About The Position

Torch Technologies is seeking an Acquisition Analyst to join our team providing guidance to the government on contractual aspects of assigned programs. This position supports CPE Aviation, PM Aviation Mission Systems and Architecture (AMSA). As an Acquisition Analyst your duties will include the following, but are not limited to: Strategic Advisory & Program Support Serve as the Subject Matter Expert (SME) for Federal/DoD contract policies (e.g., FAR, DFARS). Assist the Assistant Product Manager (APM) in mitigating cost, schedule, and technical risks to meet program milestones. Develop and execute comprehensive Acquisition Strategies, actively resolving contractual obstacles from pre-solicitation through execution. Contract Formulation & Documentation Management Manage the Contract Requirement Package (CRP) process and maintain configuration control for all Acquisition Documentation (e.g., PWS, SOW, J&A, D&F, RFP, MOUs). Assess technical, logistical, and operational data to ensure contract requirements are feasible, compliant, and aligned with program objectives. Develop Support Agreements and actively track contract modification requests. Manage CRP submissions via Paperless Contract Files (PCF) and maintain final records on SharePoint. Stakeholder Coordination & Cross-Functional Integration Act as the primary liaison for all Army Contracting Command (ACC) and Other Government Agency (OGA) contract activities. Collaborate with cross-functional teams (Logistics, Engineering, Budget, IPT) to define requirements, assess program health, and drive decision-making. Expedite PM Office and external stakeholder approvals to maintain mission momentum. Analysis, Tracking, & Financial Reporting Provide SME impact analysis on forecasted scope changes and contractual outcomes. Develop and update Product Team Spend Plans, Technical Estimates, and Independent Government Estimates (IGEs). Serve as the Acquisition Analyst Workflow lead in PMRT CCaR. Maintain continuous tracking tools (e.g., Requirement Trackers) to ensure milestones meet PEO AVN/AMSA standards. Provide data inputs and develop charts for leadership briefings (e.g., G8, PMR), 1-N Lists, and O-5 Staff trackers.

Requirements

  • U.S. Citizenship
  • Bachelor’s or master’s degree in business, Finance, Economics, Education, Marketing, Management, Acquisition, Accounting, or Business Administration.
  • 5+ years of Acquisition Analyst experience; previous experience in a business field.
  • Ability to obtain and maintain a secret level DoW Clearance.
  • Excellent verbal and written communication skills.
  • Proficient with Microsoft Office Suite or similar software.
  • Experience with various contracts (CPFF, FFP, CPIF) in both sole source and competitive environments IAW FAR Part 15, to track contract cost by CLINs and Option years in modifications to contracts.
  • Experience with processing orders against Basic Ordering Agreements (BOA) and Indefinite Delivery Indefinite Quantity (IDIQ), and long-term contracts.
  • Experience working Government systems such as Paperless Contract Files (PCF), and Wide Area Workflow, Electronic Document Access (EDA) and Milestones.

Nice To Haves

  • 7+ years of Acquisition Analyst experience; previous experience in a business field.
  • Knowledge and experience with CPE Aviation acquisition and contracts execution
  • Experience with Comprehensive Cost and Requirements (CCaR)/Project Management Resource Tools (PMRT).
