About The Position

Intelligence Systems (IS) is a dynamic business within Boeing Defense, Space and Security (BDS), Space, Intelligence, and Weapon Systems (SI&WS) focused on delivering complex solutions in some of the most challenging environments on Earth. IS is seeking a Senior Program Manager (M level Manager) to join our team in Huntington Beach, CA to lead Acoustic Programs focused on delivering world class underwater acoustic systems supporting Anti-Submarine Warfare (ASW) platforms, including the P-8A, and other specialized mission systems. This Program Manager will lead all Acoustics Programs activities including execution of the four program areas, day-to-day functions, new business development, oversite of Integrated Product Teams, forward business planning, and communication and status to upper management and external stakeholders. This position with be accountable to the program area Director and senior leadership of IS. Acoustic Programs include four primary program elements. Development programs which consist of the full software / system engineering lifecycle to develop, integration to targeted hardware, software deployment and maintenance. This software and hardware are targeted at the detection and tracking of underwater targets. Production programs which define, develop, deliver and maintain hardware to support an ASW mission on the P-8A platform. Training Systems programs which develop the acoustic training element for multiple types of mission level trainers and associated hardware. Advanced Programs which support multiple types of advanced acoustic domain programs including research and development, international, new hardware design and development, and cross-Boeing business support. Requirements

  • 10+ years of experience within project leadership including planning, implementing and executing program plans
  • 5+ years of experience in a finance, scheduling, industrial engineering, change management, strategy, program management, or project management role
  • Understanding and experience with Program Management Best Practices
  • Experience with Earned Value Management
  • Experience directly interfacing with customers
  • Must meet export control compliance requirements. To meet export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.15 is required. “U.S. Person” includes U.S. Citizen, lawful permanent resident, refugee, or asylee.

Nice To Haves

  • Bachelors degree or higher
  • Experience with anti-submarine warfare (ASW), anti-surface warfare (ASUW), or maritime intelligence, surveillance, and reconnaissance (ISR) systems
  • Experience with and / or support of multiple platforms used to support underwater acoustics including P-3, P-8A, MH-60R, submarines and Unmanned Autonomous Vehicles (UAVs)
  • Experience with export-related material and international customers.
  • Ability to lead major program milestone reviews
  • Strong experience in technical work effort estimation processes and tools
  • Experience working with vendors and suppliers
  • Program management level experience on a US Navy program.

Responsibilities

  • Manages employees, mid/first-level managers and Integrated Product Team Leads performing business management activities in the area of Program Management.
  • Manages stakeholder relationships across multiple Boeing business units, external suppliers and domestic / international customers.
  • Develops and execute integrated departmental plans, policies and procedures across all areas of Acoustic Programs.
  • Provides input on program level business and technical strategies, goals, objectives.
  • Directs development and supports communication of Acoustic Programs Long Range Business Plan, research and development and new business activities.
  • Acquires resources for department activities, provides technical management of suppliers and leads process improvements.
  • Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports.
  • Provides oversight and approval of technical approaches, products and processes across Acoustic Programs project portfolio.
  • Maintains, tailors and improves Program Management Best Practices (PMBP) focused on program goals.
  • Oversees and is accountable regarding quality and safety of the products and facility.
  • Supports management of staffing and day-to-day logistics for Acoustic Programs.
