About The Position

The ACFO of Fiscal Systems is responsible for managing all Fiscal Systems Department functions, including the development of financial training programs, deployment of Fiscal Policies and Procedures for the Trial Court, and the monitoring of MassCourts financial functions. The ACFO of Fiscal Systems oversees the Trial Court fiscal systems, including banking systems, electronic payment processing, interface technology, receipting systems, and disbursement banking. The ACFO of Fiscal Systems also ensures all daily activity including fiscal ticket correspondence, fiscal training, and fiscal projects are handled promptly and accurately. The ACFO must ensure that all direct communication between the courts and the Fiscal Systems Department are aligned with Trial Court quality expectations. The ACFO of Fiscal Systems oversees senior management reports, supervision of fiscal systems staff, and interdepartmental matters. The ACFO of Fiscal Systems develops new fiscal initiatives and consistently assesses the current fiscal procedures to ensure efficiency and improvement. The ACFO position requires extensive work on the strategic development of the Fiscal Department within the Office of Court Management, and the fiscal operations of all courts within the Commonwealth. The ACFO of Fiscal Systems also serves as a primary liaison to banking institutions, in addition to other agencies including the State Treasurer and Comptroller’s Office.

Requirements

  • A Bachelor’s degree and (7) seven years of related work experience, preferably including (3) years of work experience as a Fiscal Systems Analyst or Internal Auditor.
  • Knowledge of Massachusetts General Laws, statutes, court rules, and Trial Court procedures.
  • Knowledge of Trial Court electronic payment systems.
  • Knowledge of MassCourts Financial procedures.
  • Proficiency in the Commonwealth Statewide Enterprise Security Systems: Mosaic Accounting System, Mobius, Commonwealth Information Warehouse (CIW).
  • Demonstrated skills in verbal and written communication, multitasking, organization, and prioritization, training, data research and report compilation.
  • Proficiency in Adobe Acrobat Pro.
  • Demonstrated skills in advanced financial MassCourts capabilities.
  • Ability to work on and manage multiple projects simultaneously.
  • Ability to work independently and collaboratively as a member of a team.
  • Ability to apply critical thinking skills to provide detailed evaluations and solutions.
  • Ability to maintain confidentiality.
  • Ability to maintain accurate recording and accounting records.
  • Ability to implement internal controls.
  • Ability to develop queries using the CIW application.
  • Ability to travel within the Commonwealth.

Nice To Haves

  • Certified Internal Auditor certification and/or a Master’s Degree in a related field. Some management experience.
  • Proficiency using MassCourts, the Mosaic Accounting System, and Microsoft Office
  • Equivalent combinations of education and experience will be considered for meeting minimum qualifications.

Responsibilities

  • Oversee the Trial Court fiscal systems including banking systems, electronic payment processing, interface technology, receipting systems, and disbursement banking.
  • Ensure schedules and objectives are met by DACFO, Assistant Managers and Fiscal Systems Analysts.
  • Manages the Fiscal System services, including maintenance of the Fiscal ticketing system to ensure accuracy and timely responses to the courts.
  • Establishes Fiscal policies and procedures and development of new fiscal implementations to ensure the Trial Court is utilizing up-to-date technology in accordance with fiscal standards.
  • Develops and manages fiscal training and provides technical assistance to bookkeepers and cashiers pertaining to MassCourts, electronic filing processes and payments and Trial Court Policy and Procedures.
  • Coordinates the development of Trial Court eLearning training programs in collaboration with Court Education.
  • Maintains the MassCourts Fiscal Systems Manual and Quick Reference Cards, as well as create/update fiscal resources on Courtyard as policies and procedures evolve.
  • Develops all Fiscal Notices sent monthly and as required to all Trial Court Fiscal staff and Department Heads.
  • Develops and maintains Fiscal MassCourts reports and coding as well as test MassCourts release versions prior and post implantation.
  • Primary contact for financial institutions/Comptroller/State Treasurer’s Office.
  • Manages the annual PCI (Payment Card Industry) audits to adhere to PCI Compliance standards.
  • Performs the duties of Lead Department Security Officer for TRC and is the Key Contact for EOTSS and Comptroller for all fiscal related activity.
  • Manages all Trial Court revenue processes including overseeing all locations end of month procedures, the reconciliation of the Trial Court State Revenue Account, finalizing Mosaic revenue transactions, report generation and facilitation using CIW queries, developing revenue forecasts for the Budget Department, Supreme Judicial Court and Senate Committee of Ways and Means and provides reasons for changes in projections.
  • Ensures compliance with state finance laws and Trial Court policies and procedures.
  • Serves as primary contact and subject matter expert in all third-party financial applications, including but not limited to, Equivant, Tyler Technologies, Chase Paymentech, Grant Street Group, Bank of America, Worldpay, American Express, and PayPal.
  • Serves as a subject matter expert on Trial Court RFRs for fiscal applications issued by the Trial Court.
  • Serves as a member of the MassCourts Curriculum Development Group, as well as other committees.
  • Manages holding accounts for Trial Court locations, including development of accounting records, transfers, and disbursements.
  • Collaborates with TRC IT and other departments for procurement of fiscal technology and coordinates the implementation and supporting phase of new products.
  • Manages all technical support inquiries with third party vendors on behalf of Fiscal Department and courts.
  • Collaborates with the Office of the State Treasurer for cash flow receipting, disbursements, banking policies, and controls.
  • Performs other duties at the request of the CFO and Court Administrator as required, such as Drug Lab, Dyna cash, IT, Vendor Payments, and new statewide applications.
