About The Position

This position is a temporary position and offers no benefits. This position is responsible for preparing contracts and awards, reviewing supporting documentation and approving requests for reimbursement, managing work order accounts from beginning to closeout for rural, urban, and regional transportation systems within assignment area. The individual will assist sub-recipients in the financial implementation of Integrated Mobility Division funded projects. The individual is responsible for implementing fiscal policies and guidance for the Federal Section 5303, 5309/5339, 5310, 5311, CARES, ARPA and CRRSAA Programs, Rural Capital Program, Rural Operating Assistance Program (Elderly and Disabled Transportation Assistance Program, Work First Transitional/Employment Transportation Assistance Program and the Rural General Public Program), Human Service Transportation Management, State Maintenance Assistance Program, and the Statewide Technology Program. Specialty tasks will include but not be limited to managing databases, light rail projects, fixed asset inventory, creating and managing requisitions, presenting PowerPoint Presentations at various conferences and Legislative reports upon request. The individual must have ability to exercise judgment and discretion in establishing, applying, and interpreting a variety of administrative and managerial policies and procedures; ability to determine compliance with pertinent guidelines, rules, regulations and laws; ability to evaluate problems and develop recommendations; and demonstrated ability to establish and maintain effective working relationships with a variety of state, federal and local government officials. This employee may be asked to lead a region and will work under the supervision of the Finance Manager / Transportation Program Section Chief.

Requirements

  • Ability to exercise judgment and discretion in establishing, applying, and interpreting a variety of administrative and managerial policies and procedures
  • Ability to determine compliance with pertinent guidelines, rules, regulations and laws
  • Ability to evaluate problems and develop recommendations
  • Demonstrated ability to establish and maintain effective working relationships with a variety of state, federal and local government officials
  • Considerable knowledge of accounting and auditing principles, concepts and practices
  • Demonstrated ability to interpret, analyze and apply accounting data and the provision of standardized accounting practices adopted by state government
  • Advanced computer skills with software efficiency in Microsoft Office (Excel, Word, PowerPoint)
  • In-depth knowledge of principles and practices of grants administration
  • Demonstrated ability to interpret contract provisions
  • Associate degree in accounting from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and two years of experience in accounting work; or equivalent combination of education and experience
