About The Position

The San Bernardino Superior Court is seeking a detail-oriented and highly organized ACCOUNTING SUPERVISOR to join their team. This role involves leading a high-performing team, ensuring financial accuracy and compliance, overseeing daily accounting operations, guiding staff, and implementing best practices for financial stewardship. The position requires a detail-driven leader with a passion for integrity and continuous improvement. The salary range will increase by 2% effective October 1, 2026. Requirements

  • A bachelor’s degree from an accredited four-year college or university with major coursework in accounting, finance, or business administration, or a closely related field.
  • Five (5) years of increasingly responsible professional accounting experience, including one (1) year in a lead or supervisory capacity.
  • Possession of a valid California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.
  • Knowledge of principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures.
  • Knowledge of accounting, auditing, financial analysis, and budget principles and procedures and their application to a variety of accounting transactions and problems.
  • Knowledge of financial statements and elements (such as, but not limited to assets, liabilities, equity, income, and expenses).
  • Knowledge of applicable federal, state, and local laws and Agency resolutions, policies, and procedures relevant to assigned area of responsibility.
  • Knowledge of recent and on-going developments, current literature, and sources of information related to the operations of the assigned programs.
  • Knowledge of record-keeping principles and procedures.
  • Knowledge of techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Court staff.
  • Knowledge of Court and mandated safety rules, regulations, and protocols.
  • Knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Knowledge of applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
  • Knowledge of modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Ability to assist in the development of goals, objectives, policies, procedures, and work standards.
  • Ability to supervise, train, plan, organize, schedule, assign, review, and evaluate the work of staff.
  • Ability to understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Ability to effectively represent the department and the Court in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals.
  • Ability to use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
  • Ability to conduct complex research projects on a wide variety of accounting, financial, and budgetary issues, evaluate alternatives, make sound recommendations, and prepare effective reports.
  • Ability to independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Ability to research, interpret, summarize, and present financial and programmatic information and data in an effective manner communicating clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

Responsibilities

  • Plans, organizes, assigns, supervises, and reviews the work of assigned staff; determines and recommends staffing needs; selects, trains, motivates, and evaluates assigned staff, mentors and provides feedback to correct deficiencies, engages in succession planning and leadership development, and implements discipline and termination procedures.
  • Ensures compliance with all applicable regulations, standards, policies and procedures; develops and implements internal mechanisms for the continuing review of services administered, recommends improvements and modifications and prepares various reports on staff activities and projects.
  • Develops and implements goals, objectives, policies, procedures, work standards, and internal control systems; ensures compliance with local, state, and federal laws and regulations as well as governmental accounting and auditing standards.
  • Provides advice and analyses in the administration and implementation of the Court’s financial, auditing, budget, and accounting programs ; analyzes various financial reports.
  • Participates in the preparation of Court budget; explains, interprets, and enforces budget policies and procedures; participates in new project/program feasibility discussions and analyses; establishes and prepares indirect cost allocations and conducts presentations as needed.
  • Supervises and monitors expenditures, revenues, and budget allocations to determine the Court’s financial status and prepares custom reports, graphs, and schedules as needed; reviews and approves journal entries and reconciles balance sheets and accounts.
  • Performs the more complex accounting, financial, and statistical analysis; prepares, review, and approves financial documents and transaction in accounting system; create complex billing statements and invoices; stays abreast of changing regulatory and judicial reporting requirements.
  • Ensures encumbrances and payments are correct and in full compliance with all applicable fiscal and program contract requirements; tracks and monitors all charges made to designated program funds; prepares funding source requisitions and transfers; prepares periodic reports to funding sources; closes out completed programs, reconciling total expenses to authorized funding; approves the electronic draw down of authorized funds.
  • Oversees Court’s trust accounts including deposits, disbursements, and reconciliation to ensure the integrity of the accounts and to safeguard against fraud and misappropriation.
  • Oversees year-end accounting activities including analytical review of the year-end work papers, trial balances, and general ledger account balances; assists with preparation of notes to the Judicial Council (JCC) and affiliates’ financial statements, reviews and comments on draft audits, and follows through with audit inquiries.
  • Supervises the maintenance of fixed asset and other subsidiary ledgers; prepares journal entries for the acquisition and disposal of fixed assets; tracks fixed asset purchases against budget; periodically reconciles fixed asset and special fund schedules to accounting records.
  • Oversees the preparation of a wide variety of financial and statistical reports, including financial statements, year-end, audit, cash position, and budget reports.
  • Conducts special research assignments, gathers and analyzes data, and prepares reports for consideration by management.
  • Works directly with staff from other areas within the court to resolve technical accounting and reporting issues and problems.
  • Establishes and maintains contact and working relationships with all Court departments, local, state, and federal agencies for acquisition of necessary information, and/or for the implementation of cooperative programs and activities.
