About The Position

The City of Chino is seeking a proactive, problem-solving Accounting Manager to join their team as a full-time employee. This role is crucial for managing the City's fiscal operations and ensuring sound financial practices in compliance with state and federal laws. The Finance Department, which this position oversees, is responsible for budgeting, accounting, cash management, purchasing, accounts payable, payroll, and utility billing. The Accounting Manager will lead the Accounting Division, overseeing functions such as financial reporting, accounts payable/receivable, payroll, cash-management, grants, audits, and debt management. This position also oversees the City’s treasury operations, investments, banking relationships, debt issuance, and bond compliance. The role involves developing and maintaining accounting policies, procedures, internal controls, and practices to ensure accuracy, efficiency, regulatory compliance, and fiscal accountability. The Accounting Manager will direct the preparation of the City’s financial statements, ACFR, budget, forecast, audit, and other required financial reports, while also supervising, training, and evaluating accounting staff. Ensuring compliance with GASB standards, applicable laws and regulations, and City policies is paramount. The position also involves overseeing the City’s ERP and financial systems, advising management on financial matters, and evaluating operations for potential improvements.

Requirements

  • Extensive knowledge of governmental accounting, auditing, budgeting, GAAP, GASB standards, internal controls, and applicable laws and regulations.
  • Leadership experience managing accounting operations, financial systems, policies, and organizational processes.
  • Ability to supervise, develop, and motivate staff and foster effective working relationships.
  • Strong financial analysis, forecasting, problem-solving, research, and decision-making skills, with the ability to develop sound recommendations.
  • Excellent oral and written communication skills, including the ability to prepare and present complex financial information.
  • Proficiency with ERP and financial systems.
  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in accounting, finance, business or public administration, or a related field.
  • Five (5) years of increasingly responsible government finance experience, including two (2) years of experience in a supervisory or management capacity.

Responsibilities

  • Lead and oversee the Accounting Division and its core functions, including financial reporting, accounts payable/receivable, payroll, cash-management, grants, audits, and debt management.

  • Ensure compliance with GASB standards, applicable laws and regulations, and City policies.
  • Oversee the City’s ERP and financial systems, including system improvements, upgrades, and user training.
  • Advise management and present financial information and recommendations to City leadership, commissions, committees, and boards.
  • Evaluate operations, identify opportunities for improvement, and implement approved changes to policies, procedures, and processes.
