About The Position

The DHHS Financial Service Center is seeking an Accounting Analyst Supervisor to join the Recovery Division. This position will contribute to the Department's mission by helping us ensure state and federal funds are utilized in an efficient manner to meet the health and welfare needs of Maine's citizens. The Recovery Division's primary scope of work includes depositing money, establishing receivables, and collecting millions of dollars in identified debt owed to DHHS annually, from a variety of sources. This position is responsible for the account reconciliations and reporting as well as maintaining financial controls for all types of funding recovery. The work completed in this position contributes to the development of business process and accounting controls to implement and maintain sound fiscal practices. This position applies agency-specific accounting to create and improve methods of reconciling data housed in different systems, minimize risk, summarize findings, prepare reports, and recommend changes in organizational structures, programs, policies, procedures, or practices in an effort to better achieve organizational goals.

Requirements

  • Advanced education, training, and/or experience in accounting, business administration, finance, or another closely related field demonstrating competency in applying accounting principles and standards, reviewing and monitoring complex business transactions, developing operational processes and procedures, and acting in a leadership capacity.
  • Thorough knowledge and experience of complex accounting principles.
  • Prior experience and/ or education which demonstrates knowledge of GAAP/ GASB, analyzing accounting data and accounting reconciliations.
  • A proven ability to lead and direct accounting team operations.
  • Ability to review, facilitate and implement financial controls across multiple lines of business and systems.

Responsibilities

  • Provide leadership and managment while developing analytical staff in their accounting skills, technical skills, and overall job knowledge.
  • Gather, review, and understand financial data from multiple systems and sources in order to complete account reconciliations and reporting.
  • Ensure that all reports are well-designed, checked for accuracy and are nearly self-explanatory to the user.
  • Reconcile various accounting systems, formulate corrections, and make adjusting entries where necessary.
  • Formulate and recommend system and process changes through evaluation, analysis, and application of accounting theory in order to eliminate future problems and improve processes, policies, and procedures.
  • Review and find ways to improve systemic and data driven processes to create efficiencies while standardizing and automating reconciliations and reporting.
