About The Position

This position provides statewide oversight, guidance, and support to DOC stakeholders regarding financial/accounting practices and processes, as well as the Commonwealth's Automated Accounting System (Cardinal), in accordance with established Federal, State, and agency policies, procedures, and guidelines. The role also involves providing oversight, support, and guidance for Trust and Commissary Accounting and Financial Systems and Reporting, adhering to Generally Accepted Accounting Principles (GAAP), state, and agency policies, procedures, and guidelines. Key responsibilities include annual 1099 reporting, trust and commissary accounting, serving as the Cardinal Security Officer, and offering support for CORIS finance functionality and year-end reporting requirements.

Requirements

  • Working knowledge and experience with Generally Accepted Accounting Principles (GAAP).
  • Experience properly interpreting and applying accounting principles and methods.
  • Ability to work efficiently and accurately in a deadline-driven environment.
  • Ability to think critically and problem-solve with little guidance.
  • Effective verbal and written communication skills.
  • Skilled in the use of computers.
  • Knowledge of Commonwealth Accounting Policies and Procedures (CAAP) and state financial systems.
  • Advanced skills in MS Excel and MS Word.
  • Demonstrate emotional intelligence and professionalism.
  • Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter.
  • Ability to complete COI training within two (2) months of hire and every other year thereafter.

Nice To Haves

  • Experience in the preparation of financial documents and statements.
  • Basic experience with commonwealth procurement and financial systems.
  • Experience providing guidance and training to others.

Responsibilities

  • Ensure compliance with established Federal, State, and agency policies, procedures, and guidelines.
  • Provide oversight, support, and guidance in regard to Trust and Commissary Accounting and Financial Systems and Reporting.
  • Ensure adherence to Generally Accepted Accounting Principles (GAAP), state, and agency policies, procedures, and guidelines.
  • Manage annual 1099 reporting.
  • Handle trust and commissary accounting.
  • Serve as the Cardinal Security Officer.
  • Provide support and assistance with CORIS finance functionality.
  • Assist with year-end reporting requirements.
